SYNOPSIS OF PREVIOUS COMMISSION/COUNCIL ACTION:
On April 1, 1985, the Mayor and COIIIRon Council considered this item but no action was taken.
The item was continued to April 15, 1985 and the Ci~ Adlllinistrator directed to report back
to the Council regarding the Ci~'S record in contracting with lIlinori~ and fetnale-owned
businesses.

STAFF REPORT
On March 21,1985, Mr. Nilliam Jacocks, Owner of Creative Business Services, Inc., IIl1de an oral
presentation to the Comunlt;)' Developalent CItizens' Advisory COIIIIlttee regarding a request for COIIIIunlt;)'
Development Block Grant financial assistance In the amount of $2,700.00. Briefly, the purpose of the
request Is to conduct a study that would serve as the first step In linking mlnorlf;y business enterprises
with the procurement of goods and services by San Bernardino Clt;)' goverllllental departlllents, agencies,
cOlllllsslons, and IIajor corporations.
Essentially, Creative Business Services is proposing to Inventory goods and services procured by the Clt;)'
and businesses within the Cif;y, provide the Infol'lllltion derived frCllll the survllY In the fonn of a handbook
to IIlnorl f;y and female-owned businesses, disseminate the handbook prllllllrlly to businesses Included In the
updated Mlnorlf;y Business Directory and provide technical assistance upon request to local mlnorlf;y and
female-owned businesses.
The Conmunit;)' Development Citizens' Advisory conmlttee approved the proposal In concept and directed staff
to negotiate certain perfonnance standards contingent upon approval by the M830r and COIIIIIon Council.

At the April 1, 1985, Council lleeting, Clf;y staff was directed to analyze existing procurement procedures
as related to item 8 on the April 1, 1985 Redevelopment Agency agenda. This Item Involves the request of
Mr. Will lall Jacocks, owner of Creative Business Services, Inc., for COIIIIIuni f;y Development Block Grant
financial assistance In the amount of $2,700.00 to conduct a study that would serve as the first step in
linking mlnorlf;y and foale-owned business enterprises with the procurement of goods and services by the
Clf;y of San Bernardino.
A sampling of the Purchasing Division's records Indicates that 20-30S of the vendors the Clf;y routinely
does business with are mlnorlf;y and feaale-owned. Staff was not aware of the extent of the Cit;)"s
involvement In this area until the request for Infonnatlon was IIIlIde; One of the reasons for this lack of
awareness is the fact that minorif;y and female-owned businesses are not always readily Identifiable. The
purchasing staff's famlllarlf;y with the vendors that they do business with together with the use of the
Mlnorlf;y Business Directory, which Is published and sold by Creative Business Services, Inc., enabled
Identification of these businesses.
The Cit;)"s volulIe of business with IIlnorlt;)' and f_le-owned businesses Is so large because experience
Indicates that the vendors have a high awareness of the t;)'pes of goods and services that are available
locally and the high quallt;)' of our local vendors ensures extensive involvement with minorlf;y and
female-owned businesses.
If further emphasis on doing business with mlnorlf;y and female-owned finns Is desired, any of the
following in-house resources could be utilized:
1) Reafflnaatlon by the Mayor and COIIIlIon Council of the previously adopted
policies on contract cOllpllance and affirmative action program for the
Clf;y and the Redevelopment Agency. These policies can be extended to
procurement procedures.

2) Include a statement on legal advertisements dealing with procurement of
goods and services that the Clf;y encourages responses frCIII IIlnorlf;y and
female-owned businesses.

3) Adding to vendor lists additional businesses identified from the Minori1;\'
Business Directory or a~ other source.
4) Identify existing resources at the Coun1;\', State and Federal levels which
would supplement our efforts.
5) Consider sponsoring a seminar to ensure that lIinori1;\' and fetnale-owned
businesses are aware and knowledgeable of the procedures involved in
doing business with the Ci1;\' and Redeveloplllent Agency. A Irochure could
be developed for distribution to all interested fil'llls, including those
owned by lIinorities and females.
6) Further effort to identify lIinori1;y and fetnale-owned businesses that are
dealt with in the future. This will be possible by utilizing the
expanded in-house computer capabilities that will soon be available.
Based upon the Ci1;y's heavy involvetllent with lIinori1;y and fetnale-owned businesses and the forgoing
infol'llNltion, it is staff's recOlllllendation that the Mayor and COlIIIIOR Council de~ the request for CDBG
financial assistance in the amount of $2,7DD.00 submitted by Creative Business Services.
