ENTERPRISE ZONE INCENTIVES - The Committee discussed and de-
termined to recommend to the Council, the following incentives:
1. EIR (Environmental Impact Report) Benefit.
2. RDA Financial Benefit - lOB, tax allocation, land buydown,
long-time financing, beautification program, the Employee Linkage
Program, the streamlining concept - one-stop, the small business
outline with the Chamber of Commerce and local university and com-
munity college under a memorandum of understanding, data base on
available land, the education benefit, parking relief and setback
reqUirements on a case-by-case review, the incubator concept to
create new industrial business. All these are to be applied in
the zone.
The following to be applied only to the commercial designation:
Utility tax rebate:
Business license tax
Water rate discount:
100% for
rebate:
25% for
first 3 years;

Waiver of following development fees:
Engineering inspection fee;

Building permit fee;
Mechanical permit fee - Planning fee.
Guarantee that a minimUm of 25% of the 1% of lOB development
fee for operating capital fund be used for business within
the commercial designated portion of the Enterprise Zone
to be administered on a case-by-case base by the EDC.
