POLICE COMMISSION
HALL OF JUSTICE
Frank A. Schuma
Planning Direetor
Room 331-E - City Hall
300 N. "D" Street
San Bernardino, CA 92418
Dear Mr. Sehuma:
As you are aware, the City Council directed the City Planning
Department, the Police Commission and the Fire Commission to
study the impaets of further development around the State
University area.
In my conversations with the San Berna~dino Police Department,
the San Bernardino City Schools and some employees of the
City, I have received conflicting reports concerning the
present population density of the State University area. I
have additionally received conflicting reports as to the
present units approved but yet to be built and the number of
units presently in planning check.
I have additionally received conflicting reports as to the
number of acres around the State University area still to be
developed and the types of development we can expect in those
immediate areas.
On March 29, 1985 I met with Ron Running of your office and
presented to him my problems concerning the future growth
and ,future population of the area immediately surrounding
the State University.
Mr. Running informed me that the Planning Department, to his
knowledge, had not been instructed to gather any information
eoncerning the present population of the State University
area, the number of units that have been approved but are
yet to be built, the number of units presently in plan check,
the number of units presently located at the State University,
the proposed growth of the industrial and commercial area
immediately to the northwest of the State University.

Without this information concerning future population growth,
it is going to be impossible to present to the City Council
the impact of further development on the San Bernardino
Police Department, the Fire Department or other agencies
that will be directly affected by a substantial increase in
population density in the State University area.
I would like to ask that your Department provide me with the
following information, if possible:
1. The present number of units, both single family
and multiple immediately surrounding the State
University area.
2. The number of units that have been approved by
the Planning Department and the City Council but
are yet to be built.
3. The number of units that are single family
dwellings and the number of units that are
multiple dwellings.
4. The number of units presently existing at the
State University.
5. The number of units proposed to be built in the
near future at the State University.
6. The number of units presently in plan check as
to single family and multiple.
7. The Planning Department's estimate of the number
of units that will be built within this area
within the next three (3) years, within the next
six (6) years, within the next nine (9) years.
8. The number of acres immediately surrounding the
State University that are presently undeveloped
and are suitable for future development.
9. Concerning the presently undeveloped acreage,
what acreage is presently zoned for single family
dwellings, what acreage is zoned for multiple
family dwellings, what acreage is susceptible
to high density development.

10. What is the average number of single family units
per acre?
11. What is the average number of multiple units per
acre?
12. What is the number of units of high density units
per area?
13. What is the average number of people per unit?
I would also like any information the Planning Department may
have concerning the future development of the eommereial and
industrial areas immediately to the northwest of the State
University.
This area is also within the City and will be a responsiblity
of the Poliee Department and the growth in that area will have
a tremendous impact on traffic flow and other Police matters
in the area immediately adjaeent to the State University.
I would request that your office provide me with this information
at your earliest opportunity.
Thank you for your cooperation.
Yours truly,
ROY H. NIERMAN
