I.tl 10 '...1....1 L Clflt OF SAN BERNAROQO - REQUQsT FOR COUNCIL ~ION STAFF REPORT Engineering Division has received requests to investigate the speed zoning on the 40th Street corridor from Waterman (including Mountain Avenue) to 39th Street. A speed zone study was conducted on the 40th Street corridor. Between Waterman Avenue and Golden Avenue, 85th percentile (critical) speeds of 52 to 48 MPH were measured. On Mountain Avenue the 85th percentile speeds were from 40 to 38 MPH. 40th Street is a designated arterial street, with some residential lot access. It is four-laned from Waterman Avenue to Harrison Street where it reduces to two-lanes. 40th Street transitions into Mountain Avenue through two sharp curves, forming a continuous route. Based on the results of the speed surveys and engineering design criteria, the Engineering Division recommends the following: 1) Establish a 40 MPH speed zone from Waterman Avenue to Golden Avenue; 2) Establish a 30 MPH speed zone from Golden Avenue (including Mountain Avenue) to 39th Street. INSTRUCTION TO CITY ATTORNEY: Section 10.52.010 Thirty miles an hour. ADD: Fortieth Street: between Golden Avenue and Mountain Avenue. Mountain Avenue: between 39th Street and 40th Street. Section 10.52.030 Forty miles an hour. ADD: Fortieth Street: between Waterman Avenue and Golden Avenue. Section 10.52.040 Forty-five miles an hour. A speed zone survey was conducted between Hunts Lane and the East City Limits. This study shows 85th percentile (critical) speeds of 43 to 49 MPH between Hunts Lane and Gardena Avenue and 50 MPH between Gardena Avenue and the East City Limit. Redlands Boulevard is a major highway, having a continuous left-turn lane from Hunts Lane to the eastbound off-ramp of 1-10 and center islands from the eastbound off-ramp to the East City Limit. The intersection with Waterman Avenue is signalized. A traffic report was presented to the Mayor's Traffic Safety Committee on March 13, 1985. The following Engineering Division's recommenda- tions were unanimously adopted: 1) Establish a 40 MPH speed zone from Hunts Lane to Gardena Avenue, 2) Establish a 45 MPH speed zone from Gardena Avenue to the East City Limit. ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTIONS 10.52.010, 10.52.030 AND 10.52.040 OF THE SAN BERNARDINO MUNICIPAL CODE ESTABLISHING A SPEED ZONE ON REDLANDS BOULEVARD OF 40 MPH BETWEEN HUNTS LANE AND GARDENA AVENUE AND 45 MPH BETWEEN GARDENA AVENUE AND THE EAST CITY LIMIT; ON FORTIETH STREET OF 40 MPH BETWEEN WATERMAN AVENUE AND GOLDEN AND 30 MPH BETWEEN GOLDEN AVENUE AND MOUNTAIN AVENUEI ON MOUNTAIN AVENUE OF 30 MPH BETWEEN FORTIETH STREET AND THIRTY-NINTH STREETI AND ON VICTORIA AVENUE OF 40 MPH BETWEEN HIGHLAND AVENUE AND LYNWOOD DRIVE. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION 1. Section 10.52.0l0 of the San Bernardino Municipal Code is amended to read: -lO.52.0l0 Thirty miles an hour. In accordance with and pursuant to the authority of Sections 22357, 22358, 22360, and 22413 of the California Vehicle Code, the Mayor and Common Council do hereby determine and declare, upon the basis of an engineering and traffic investigation, that a prima facie speed limit of thirty miles per hour shall be established on the following streets or portions thereof in the City: 'E' Street: between Rialto Avenue and Tenth Street. 'F' Street: between Thirty-fourth Street and a point six hundred feet north of Thirty-sixth Street. Fortieth Street: between Golden Avenue and Mountain Avenue. Mountain Avenue: between Thirty-ninth Street and Forti~th Street. Ninth Street: between Sierra Way and 'H' Street. Parks ide Drive: between Marshall Boulevard and Thirty- seventh Street.- SECTION 2. Central Avenue: between Arrowhead Avenue and a point one . hundred feet, more or less, east of Valley View Avenue. Devils Canyon Road: between the north line of Devils Canyon Park and a point two thousand fee southerly. Fortieth Street: between Electric Avenue and Acre Lane. Fourth Street: between Tia Juana Street and Mt. Vernon Avenue. Little Mountain Drive: between Twenty-seventh Street and Marshall Boulevard. Mill Street: between a point approximately one thousand four hundred fifty feet westerly of Tippecanoe Avenue and Tippecanoe Avenue. Ninth Street: between Waterman Avenue and a point approximately six hundred feet easterly of Preston Street.
