The City of San Bernardino is probably the only city in Southern California still
making permanent repairs for excavations in the public right-of-way by utility
companies, developers or private contractors. The ordinance was adopted many
years ago because of below standard repairs made by "absentee" contractors who
were unable to be contacted following their work. Since then, compacting equip-
ment and asphalt materials have been developed that are in common usage and, if
used properly, have little or no failure.
Southern California Gas Company has requested a blanket excavation permit with all
inspections and permanent repairs made by them or their contractors. This would
be acceptable to the Public Services Department for all cuts up to 4' X 4'. There
would be 'no change in procedures for any excavation larger than 16 square feet.
At the end of each month Southern California Gas Company will submit a list of
all locations where they have worked in the public right-of-way and made cuts
4' X 4' or less. The Street Inspector will inspect each site for compliance to
the City of San Bernardino Municipal Code and if they are accepted will be billed
at $10.00 each. If they fail to comply, Gas Company personnel will be notified.
During calendar year 1984 2,326 Street Cutting Permits were issued of which a
minimum of 80% were requested from the Gas Company. The majority of these called
for excavations of 16 square feet or less. Under the blanket permit the Gas Com-
pany would have indefinate responsibility for maintaining there cuts instead of
the 30 days now required. With the high water table and high rate of failing
street cuts the impact on maintenance and liability claims could be very notable.
It should also have a strong impact on office personnel.

from uS giving the specifications of the cold mix we would be
using to repair isolated cuts in the city. There are two types
of asphalt material used by our company. The primary material
is "Omega 800" Asphaltic Concrete, the other is "Duraperm"
Asphaltic Concrete. I am attaching literature from the manufacturer,
Red-E-Crete, for your review.

DETAILED SPECIFICATIONS
Genera 1 :
The asphalt concrete furnished hereunder shall be a plant mix road patching material
consisting of a mixture of mineral aggregate, mineral resin, and liquid asphalt
mixed at a central mixing plant.
J. Mineral Aggregate:
The mineral aggregate shall be in accordance with Subsection 203-6.2 of the Stand-
ard Specifications for Public Works Construction (SSPWC), as last revised, and shall
n~et the requirements for Type 1 Asphalt Concrete, Class D.
2. Liquid Mineral Resin:

4. Mixing:
The moisture content in the mineral aggregate at the time of mixing shall not exceed
one percent by weight of the dry aggregate.
Kock and sand shall be conveyed to double shaft pug mill at a temperature of 2000F
to 250uF in the kiln.
Mineral resin shall be added to dry aggregate in the mill at the rate of 12,5
pounds per ton of material.
Mineral resin and aggregate shall be mixed together for not less than 10 seconds.
The amoWlt of liquid asphalt added to the mineral aggregate shall be between 5% and
6l:i% by weight of the dry aggregate. The liquid asphalt shall be added to the
mixture at a t~nperature of not less than 200uF nor more than 250uF,
The mineral aggregate, mineral resin, and liquid asphalt shall be mixed in a mixer
for a period of at least 40 seconds after all ingredients are in the mixer and
until a uniform mixture of Wlchanging appearance is obtained with all particles
of aggregate thoroughly coated with liquid.

Notification of Excavation

we propose a monthly report of all cuts (see attached). This listing identifies
the excavation, type of material, and date of excavation.
The Proposed Monthly Report of cuts would be used for Permit Billing.

Presently the City identifies each excavation on the invoice by permit number.
With a Blanket Permit, there would not be individual permit numbers, however,
we could identify each excation with a numbering system on the proposed excavation
report. It would be beneficial to the Gas Company if the billing invoices were
prepared from completed excavation listings. This would improve the efficiency
of the reconciliation process.
