RDA Development Speeialist Charles Amis, Rep to Congressman George Brown Phil Arvizo, Executive Assistant to the Council 1. ENTERPRISE ZONE - Extensive discussion took place regard- ing boundaries. Although the direction of the Committee was to target the west side of San Bernardino, there was discussion regard- ing the Wate~ corridor. RDA recommended boundaries were not aceepted. Incentives and the impact on City taxes and serviees were diseussed and ROA, City Administrator and the Council Executive were directed to combine their efforts and come up with viable alterna- tives and impact. Asst. to Council - Phil Arvizo The Sun News Reporter - Mark Lundahl 1. ENTERPRISE ZONE - RDA presented four options (attached) on boundaries which were not acceptable to Committee. After lis- tening to dollar report of different business areas by Mr. Knud- son, Councilman Marks proposed boundaries (attached) that he felt would be most appropriate and advantageous to ,selection of San Bernardino as one of the Enterprise Zone cities. After discussion and staff concurrenee, the Committee unanimously voted for Council- man Marks' proposal and recommended it be presented to RDA Commis- sion. Mr. Jones left to prepare this proposal for 4:00 p.m. meet- ing. Mr. Matzer presented his report (attached). He was asked to check on water rate incentive with Herb Wessel and bring back to the Committee. Employee Linkage was discussed in coop.eration with target area. area. A three-tier system to allow a $500 base, a $1000 maximum outside the target area and a $1500 maximum inside the target area. These employer bonuses would be provided with a Sunset Clause.
