Recommended motion:
1. That the revised ordinance prohibiting the use of chain link feneing
within the parking district be approved.
2. That the revised Beautification Pr9gram with the added corridors of
"E'" Street south of Mill Street to the Santa Ana River; Baseline and
Highland Avenue to City Limits; and Mt. Vernon Avenue from LaCadena
Drive to Highland Avenue be approved.

1. PROPOSED ORDINANCE PROHIBITING THE USE OF CHAIN LINK FENC-
ING WITHIN THE PARKING DISTRICT - The Committee recommended staff
to provide defined boundaries and present to Council on April 1st.
2. REVISED BEAUTIFICATION PROGRAM - BOUNDARIES OF ALL CORRI-
DORS - The Committee agreed to recommend to Council the acceptance
of the revised Beautification Program with the following corridors:
"E" Street south of Mill Street to the Santa Ana River; Base Line
and Highland Avenues to City limits; and Mt. Vernon Avenue from
LaCadena Drive to Highland Avenue.
3. ORDINANCE AMENDING LATEST EDITIONS OF THE UNIFORM CODES -
Continued to further clarify the ordinanee (fee schedule, new con-
struetion, exclusion of R-l, R-2).
4. DENSITY BONUS ALTERNATIVES - Continued.
5. MULTI-MODAL TERMINAL FACILITY CONCEPT - STATUS OF GREYHOUND
CORPORATION - Continued. Meeting between RDA and Greyhound officials
has not yet taken place.
6. PILOT NEIGHBORHOOD JUSTICE CENTER - lOth/Muscott - Contin-
uedfor further study and input from Councilman Frazier.

7. LOCOMOTIVE - (PRELIMINARY DISCUSSION PLANS) - Continued
after presentation by Mr. Scott Brittin. Mr. Brittin'will provide
package to Ms. Annie Ramos for her perusal and package will be
presented to Committee at next meeting. The Committee recommended
the locomotive contract be extended for another six months to pro-
vide additional study and input from Dr. Walter Gray of the Sacra-
mento Museum.
8. TROLLY BUSES - A full briefing was provided by Councilman
Quiel regarding the Chance, Kansas built, 214 horsepower, $130,000
bus trolleys of the VIA System presently in use in San Antonio.
San Antonio's 20-'bus, self-supporting, all-weather, 5-city route
system is considered highly successful. In operation since 1983,
each route is two miles long, operates at most opportune times in
the downtown area and buses can be chartered for special events.
Top speed on the bus chassis trolley is 60 mph. Maintenance is
minimal with a probable cost to operate at $.50 per mile. Drivers
rotate every two hours and there is no lack of volunteers for the
city routes. The system was initially federally funded. The
consensus was that this system could be applied to San Bernardino
in conjunction with employee parking outside of the central city.
The buses would transport employees from 7 to 9 a.m. and 4 to 6
p.m. The buses would be available for designated route service
with l5-minute intervals at each bus stop. The recommendation was
that this item be continued and pursued for possible implementation
in San Bernardino.
