Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on March 19, 1985, the following
action was taken:
The application for Change of Zone No, 85-5 was unanimously recommended for
approval.
The Negative Declaration for environmental review was also approved.
Recommended motion:
To approve the responses to comments and to adopt the Negative Declaration
for environmental review which has been reviewed and considered.
To approve, modify or reject the findings and the recommendation of the
Planning Commission and to direct the City Attorney to prepare the
necessary amendments to the Zoning Ordinace.

1. The applicant requests approval to change the zoning on 54.6 acres
from Planned Residential Development with a maximum density of 6
dwelling units per acre, PRD-6U/A, to Sing1eFami1y Residential,
R-1-7200. The subject property is located approximately 1,500
feet south of Kendall Drive, between the future extension of 40th
Street and "F" Street, within the Shandin Hills proposed develop-
ment area.
2. The subject property was previously zoned R-1-7200. However, in
December of 1980, the Mayor and Common Council approved Change of
Zone No. 1174 which changed the zoning from R-1-7200, to PRD-6
units per acre. The zone change was approved in conjunction with
11 tentative tract maps and a conditional use permit which encom-
passed the entire 367-acre site. Change of Zone No. 85-6 encom-
passes the 54.6 acres within the boundaries of recorded Tract No.
11330.
3. At this time, the applicant has elected to no longer develop the
site with a Planned Residential Development as approved through
Tract No. 11330, but rather to pursue a single-family subdivision
on the site. Hense, the applicant has submitted Change of Zone
No. 85-6 to change the zoning back to R-1-7200 to facilitate the
single-family subdivision on the subject property.
4. The subject property is currently vacant and surrounded by vacant
property. The property to the north is zoned Planned Residential
Development with a maximum of 18 units per acre. This property is
p1 anned for development wi th a P1 anned Resi denti a 1 Development.
The property to the south is zoned Open Space. The property to
the east is zoned PRD-12 units per acre and Open Space; this pro-
perty is also pending zone change to R-1-7200. To the west, the
property is zoned PRD-20 units per acre and a portion is R-1-7200.
5. The proposed zone change is consi stent wi th the City of San
Bernardino General Plan designation of Medium-Low Density
Residential at 4-7 dwelling units per acre. The site is located
within the State College Redevelopment Plan area which designates
the property for medium density residential uses, consistent with
the proposed zone change.
6. The R-1-7200 zoning proposed is more appropriate for the site than
a PRD-6 units per acre zone due to the topography of the site.
The property is within the prominent landform known as Shandin
Hills. Single-family lots with 7200 square feet or larger will
result in less grading of the site than a townhouse or condominium
project which would require more grading for pad areas. A sing1e-
family subdivision can be developed in a manner more sensitive to
the natural terrain than is usual for a multiple-family develop-
ment within a hillside area.

OBSERVATIONS
7. The Environmental Review Committee at their meeting of February 28,
1985 recommended issuance of a Negative Declaration for Change of
Zone No. 85-6. The Committee found that the R-1-7200 Zone pro-
posed would be more appropriate for the site than the existing
PRD-6 units per acre zoning. The Committee, however, required
additional information before an environmental determination could
be made on the Tract maps which accompany the zone change.
RECOMMENDA Tl ON
Based upon the observations above and the findings that the zone
change is consi stent with the City of San Bernardi no General Plan
designation of Low-Medium Density Residential, Staff recommends
adoption of the Negative Declaration and approval of Change of
Zone No. 85-6 from PRD-6U/ac to R-1-7200.
