Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on March 19, 1985, the following
action was taken:
The application for Change of Zone No. 85-5 was unanimously recommended for
approval.
The Negative Declaration for environmental review was also approved.
Recommended motion:
To approve the responses to comments and to adopt the Negative Declaration
for environmental review which has been reviewed and considered.
To approve, modify or reject the findings and the recommendation of the
Planning Commission and to direct the City Attorney to prepare the
necessary amendments to the Zoning Ordinance.

7. The proposed sing1e-fam1y residential designation of R-1-7200
would provide a more appropriate use of the hillside terrain by
lowering the density of the site thereby resulting in less
grading, reduced traffic generation, and a reduction in mass and
bulk of the proposed construction within a highly visible area.
8. The Environmental Review Committee at their meeting of February
28, 1985 recommended issuance of a Negative Declaration for
Change of Zone No. 85-5. The Committee found that the R-1-7200
Zone proposed would be more appropriate for the site than an
existing PRD-12 units per acre zoning. The Committee, however,
required additional information before an environmental determ-
i nati on cou1 d be made on the Tract maps whi ch accompany the
zone change.
RECOMMENDATION
Based upon the observations above and the findings that the zone
change is consi stent wi th the City of San Bernardino General Plan
designation of Low-Medium Density Residential, Staff recommends
adoption of the Negative Declaration and approval of Change of
Zone No. 85-5 from PRD-12 units per acre to R-1-7200.

1. The request is to change the land use zoning district from
Planned Residential Development with a maximum density of 12
dwelling units per acre, PRD-12U/A to Single-Family Residential
R-1-7200. The subject property consists of approximately 59.2
acres located 100 to 640 feet southerly from the centerline of
Kendall Drive and approximately 3,550 feet easterly from the
centerline of Little Mountain Drive.
2. The subject property is located within the Shandin Hills Planned
Residential Development area Which was originally approved by the
Mayor and Common Council in December, 1980 under Change of Zone
No. 1174 (from R-1-7200 to PRD-12U/A) in conjunction with 11 ten-
tative tracts and a conditional use permit Which established
approximately 2,500 multiple-family units on a 367-acre site.
The boundaries of the requested change of zone correspond with
the boundaries of Tentative Tract No. 11327 Which is one of the
eleven original tentative tracts from the overall development of
Shandin Hi lls.
3. The requested change of zone to R-1-7200 would substantially
reduce the current density from PRO 12 units per acre to less
than 2 units per acre for hillside single-family residential
development. Conventional R-1-7200 development on level land
would typically yield a density of 4 to 4.5 units per acre.
4. The site consists of natural hillside topography which includes a
ridge Which extends from the northerly boundary of the site adja-
cent to Kendall Drive to the extreme southerly boundary of the
site a distance of approximately 2,700 feet. Surrounding proper-
ties to the north and west are included within the overall Shandin
Hills development plan and are currently vacant and zoned
PRD-12U/A and PRD-6U/A respectively.
5. The abuttin9 westerly property is also pending a rezoning to
R-1-7200. Properties located to the south and east are zoned
R-1-14,400 and R-1-7200 and consist of ni11side topography with
severa 1 si n91 e-family resi dences located approxi mate 1y 400 feet
easterly from the southerly boundary of the site.
6. The proposed zone change is consistent with the City of San
Bernardino General Plan which designates the site for residential
0-3 units per acre and 4-7 units per acre. The site is also
10catp.d within the State College Redevelopment Plan Area Which
designates the site for similar land uses.
