Replacement Program for Oak Street Bridge over Warm
Creek, and allocate $31,000 to cover the 20% local.

STAFF REPORT
. A special one-year selection process has been approved by the
California Transportation Commission for the unobligated balance of funds
under the Federal Highway Bridge Replacement and Rehabilitation Program
(HBRR). Each local Agency was requested under this process to nominate up
to 3 qualifying bridges from the established eligibility list. The following
five bridges within the City of San Bernardino are on the eligibility list:
1. Mt. Vernon Avenue Viaduct, Santa Fe Yards
2. Cross Street, Del Rosa Channel
3. Valley Street, Warm Creek
4. Oak Street, Warm Creek
5. Waterman Canyon Road, Twin Creek
After reviewing these structures, we nominated Oak Street as
being the most needed for replacement. This priority was due to the fact
that the Oak Street Bridge is posted for a load limit, which restricts its
. use by commercial firms in the area. City refuse vehicles are prohibited
by o~der of the Superintendent of Public Services from using the structures,
which increases their mileage and collection times. Also, the structure re-
quires a high level of maintenance.
The prel iminary total estimated project cost is $155,000. Fed-
eral funds will be provided to finance 80% ($124,000) of this amount, with
the remaining $31,000 allocated by the City. If it is desired to proceed
with this project, we will need to confirm in writing to Caltrans that we
will comply with the requirements for qualification to receive the Federal
funds.
Also, if a Consultant agreement will be involved, due to the
size of the project, we recommend the plans and specifications be done by
City Forces.
We recommend that confirmation be given that the City will
comply with the requirements for this funding. It should be recognized that
this confirmation will serve to commit the City to allocate the $31,000 in
the 1985-86 Street Construction F~nd Budget.
URGENCY CLAUSE:
In order for this project to be eligible for these Federal funds, they will
have to be obligated by 6-1-85. -. The City gives the necessary confirmation
in order for the processing to be started.
