The only remaining portion of this system is the Seccombe lake lateral. This storm drain will connect to the re-aligned Town Creek Storm Drain in Sierra Way at Fourth Street, and extend to Fifth Street and Sepulveda Avenue. The two 42" storm drains constructed by the Seccombe lake Park Project will be connected to this proposed lateral. We plan to propose that the funds for this lateral be allocated in the. 1985-86 Storm Drain Construction Fund Budget. Transfer of the available balance from the completed South "E" Street Storm Drain will allow prelim- inary engineering to be commenced at this time, and the project constructed during the summer months. Another reason for starting the Seccombe lake lateral at this time is the fact that 456 feet of 48" pipe, and 73 feet of 39" pipe, will be salvaged in the near future by our Contractor for the Tippecanoe Avenue Bridge. Almost all of this salvaged pipe can be re-installed on the Seccombe lake lateral Project, which will result in a considerable savings in cost. We recommend that the available balance from the South "E" Street Storm Drain be transferred to the Seccombe lake lateral, in order that prepara- tion of plans and specifications can be started. It should be recognized that the.transfer of these funds will serve as an indication of intent to allocate the funds for this project in the next year's budget. URGENCY CLAUSE: It is necessary that this project be started as soon as possible in order to avoid the cost of having to move the salvaged pipe to an interim storage area. h-.;:;';.
