STAFF REPORT
This proposed ordinance sets forth provisions for the adoption of
the latest editions of the various codes which regulate the
construction and maintenance of buildings. Also included are
provisions requested by the Engineering Department for the
establishment of a procedure for the issuance of on-site permits
to regulate the development of facilities for motor vehicle
storage, parking of vehicles, vehicle circulation, and/or for the
disposal of waste through a private sewer main. These latter
provisions commence at Section 6 of the proposed ordinance.

SECTION 2. Section 15.04.090 of the San J:\ernardino

Occupancy.

UBC ~lbsection 307 (g) is adderi to read as follows:

Section 307. (g) CerUficate of Occupancy. Before final
15 approval is given for a building or portion thereof. the build5.ng
16 shall be ready for occupancy with all defects corrected and all
17 construction debris, spots and stains removed and the site shaD
18 he graded to final grade.
19 Buildings or structure!! or yard shall have final inspection
20 and approval by all departments before th~ public utilities may
21 connect gas or electricity to the building.

F.XCEPTIOl>f: The Building Officia.l may erant permission to
23 connect one or more utili.ties to the building heforl! final

Occupancy.
For bui.ldings or str\lct\Jres or portions tllereof in Groups A,
E, I, H, B or R Division J Occupancy, a new Certificate of
Occupancy shall he obtained whenever:
1. The building has been vacant for one hundred eip,hty
continuous days; or
2. There is a change of occupancy, ownership, lessee(s), or
of the use; or
3. There is a change of occupancy classification of the
building or portion of the huilding; or
4. There is a temporary use not exceeding thirty days.
Said new Certificate of Occupancy must be ohtained prior to
any person, firm or corporation using or occupying a huilding or
structure under conditions requiring the obtaining of a new
Certif iC3.te of Occupancy.
Before an application for a Certificate of Occupancy is
accepted, a fee shall be paid by the aoplicant to cover the cost
of the inspection as follows:

SECTION 9. Section 15.04.175 is added to the San Bernardino
Municipal Code to read:

Improvement Plan Review Fees.
UEC Section 7007 (c) is added to read as follows:
Section 7007 (c). On-site Improvement Plan Review Fees.
When an On-site Improvement Plan is required to be submitted, a
plan review fee shall be paid at the time of submittinp, plans and
specifications for review. Said review fee shall be as set forth
in Tahle No. 70-C and shall be based upon a quantity estimate by
the engineer of the work.
Items to be reviewed are 'hard-surface' improvements
including, hut not limited to, paving, curb. sidewalks, private
sewer mains l'nd drainage facilities. The review of landscaoing,
and irrip,ation are not included in the On-site Improvement Plan
review."
