1. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM MIX AND BUDGET
CONSIDERATION - As part of the planning process regarding Community
Development Block Grant revenue projections for fiscal year 84/85,
staff developed recommendations concerning eligible activities and
the amount of funds associated with those activities. The Commit-
tee indicated concern for youth not remaining in school because of
necessity to work and .the growing need'for help to the homeless,
with incorporation of these concerns in requested changes to be
made in the report. The Committee recommended the staff report be
presented to the Council with the following changes:

2. RDA CONTRACT COMPLIANCE PROGRAM/AFFIRMATIVE ACTION POLICY
FOR COMMUNITY DEVELOPMENT - The recommendation from Al Briggs, Sr.
Assistant City Attorney, was to establish an Affirmative Action
Program for employees and one for contract compliance~ Both would
establish goals based on labor market demographics. Contract com-
pliance would be self-certified based on these goals and on guide-
lines/check list that the contractor should consider in determin-
ing whether this program meets minimum federal and/or agency stan-
dards. Federally assisted construction programs would require a
$10,000 floor for contract compliance. Federally assistedn2rr-
construction programs would have a $50,000 floor. There would be
no floor on non-federally funded programs. The Committee recom-
mended approval of this approach and asked RDA staff to go forward
with it, completing the contract compliance program/affirmative
action policy for Community Development within thirty days and to
provide similar policy proposals for the City at the same time;
~and returning the documents to the Committee for its perusal before
rorwarding to the Council.
