COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM MIX AND BUDGET CONSIDERATION - As part of the planning process regarding Community Development Block Grant revenue projections for fiscal year 84/85, staff developed recommendations concerning eligible activities and the amount of funds associated with those activities. RDA CONTRACT COMPLIANCE PROGRAM/AFFIRMATIVE ACTION POLICY FOR COMMUNITY DEVELOPMENT - The recommendation from Al Briggs, Sr. Assistant City Attorney, was to establish an Affirmative Action Program for employees and one for contract compliance~ Both would establish goals based on labor market demographics. Contract com- pliance would be self-certified based on these goals and on guide- lines/check list that the contractor should consider in determin- ing whether this program meets minimum federal and/or agency stan- dards. Federally assisted construction programs would require a $10,000 floor for contract compliance. Federally assistedn2rr- construction programs would have a $50,000 floor. There would be no floor on non-federally funded programs. The Committee recom- mended approval of this approach and asked RDA staff to go forward with it, completing the contract compliance program/affirmative action policy for Community Development within thirty days and to provide similar policy proposals for the City at the same time; ~and returning the documents to the Committee for its perusal before rorwarding to the Council. Meeting adjourned. Respectfully submitted, . r;f'~ t!l~" -J, ;;;I~ Councilman Robert A. Castaneda Chairman Ways & Means Committee RAC:ej
