Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on February 19, 1985, the
following action was taken:
The application for Change of Zone No. 85-3 was unanimously recommended
for approval.
The Negative Declaration for environmental review was also recommended
for approval.
RscommBnded motion:
To approve the responses to comments and to adopt the Negative Declaration
for environmental review which has been reviewed and considered.
To approve, modify or reject the findings and the recommendation of the
Planning Commission and to direct the City Attorney to prepare the necessary
amendments to the Zoning Ordinance.

1. The applicant is proposing to change the present zoning designation of
M-2, General Industrial to C-M, Commercial-Manufacturing, on a site
which is approximately 17 acres in area. The site is located on the
north side of Gould Street and about 500 feet north of the centerline
of the new Carnegie Driye within the Park Centre project site.
2. The subject property and surrounding properties to the south of the
site lies within the Planned Commercial and Industrial project known
as Park Centre, which is currently zoned C-M, except for the subject
site. To the east of the site lies M-l zoning. The C-M and the M-l
zoning are considered compatible zoning since both allow for light
industrial deyelopment. The C-M zone, howeyer also permits commercial
development. The M-2 zone would permit such uses as heavy industrial
(e.g. foundaries, auto dismantling (with conditional use permit),
etc.). Heavy industrial type uses would not be considered entirely
compatible with the type of industrial uses which haye been deyeloped
in t~e area and those which are planned for the immediate vicinity
within Park Centre.
3. The requested C-M, Commercial-Manufacturing zone would provide a uni-
form progression of zoning and land uses within this region of the
City thereby assuring compatible rather than detrimental and
conflicting land uses for the region.
4. The City's General Plan designates the site for light industrial uses.
This designation would allow for both C-M and M-l zoning and would not
permit a M-2 designation that would be more compatible within the
General Industrial designation on the City's General Plan.
5. The requested zone change is in conformance with the City's General
Plan.

Based on the observations, Staff recommends that Change of Zone No. 85-3 be
approyed.
