Approve Change Order No.8 submitted by the Moran Construction Company, in the amount
of $5,333. for repair of water damage that occurred after the City made repairs to
the leaks on the northside of the Convention Center wall.

Authorize the transfer of $5,333. from the Publ ic Buildings Division Building
Maintenance budget account 01-315-132 to 01-137-131 to cover the cost of the Change
Order. '

STAFF REPORT
The City was notified by English Enterprises, Inc. That water damage occurred to the
contractors' finished plastic laminated work and brass trim, after the City had made
repairs to the leaks and water seepage on the northside of the Convention Center,
which has been estimated to be by Public Buildings representatives approximately 240
square feet of plastic laminate and brass trim. plus gypsum drywall. Moran Construction
Company has estimated (See Attachment) to be approximately $5,333.
English Enterprises has requested that the City approve the Change Order No.8 and pay
the required costs since the change exceeded the scope of the intended work. because
the leak was there prior to their lease of the facility. The method of financing the
cost of the Change Order is to take it from the Public Buildings Division Budget,
Maintenance & Repair Material account 01-315-132. The rationals for suggesting this
fund as a source of financing is directly related to the purpose for which account was
established. (Repair & Material for public facilities)
The City staff has determined that costs are appropriate, and would be in the best
interest of the City to approve requested Change Order in order to avoid future incurred
costs due to the delayed construction schedule.

URGENCY CLAUSE
The delay of approving this change order could subject the City to additional cost, due
to the fact that the contractor is working at the present time on the walls in the
Convention Center, a delay by the City would have an adverse financial impact,

not represent all the damage caused by the water seepage.
Currently> the damage is estimated as follows:
Plastic Laminent/Brass Trim 240 sq. ft. @ $9.00 sq, ft.
Gypsum 240 sq. ft. @ $10.00 sq. ft.
If you require a visual survey, please contact the office as soon
as possible for we are anxious to complete the Convention Center.

Reference your letter of January 25, 1985 to Mr. R0ger Hardgrave, Director
of Public Works, City of San Bernardino, Change Order #8 on the Convention
Center,
We have reviewed Moran Construction Company estimated cost, Job No.MCC-150, '
Cost Book Date November 5, 1984; which is listed as $5,333, plus the possi-
bility of replacing tpe second course of plastic $2.411 and we find this .
to be ,an excessive amount and cannot agree with it without some detailed
estimates, for example:
1. How many feet of dry wall do they anticipate replacing?
2. How many feet ofplastic laminate and brass trim?
Our photographs indicate that only an approximate 8' of the north wall is in
question.
Estimated cost to replace this damage is excessive and cannot be supported
without detailed information.
