Synopsis of Previous Council action:
On December 17, 1984, the subject of amendment to San Bernardino
Municipal Code Chapter 19.66 was referred to the Legislative Review
Committee. On January 17, 1985, the Legislative Review Committee
recommended the adoption of the attached amendment to Section
19.66.030 of the San Bernardino Municipal Code. At the January 21,
1985 meeting of the Mayor and Common Council, authorization was
made to prepare the amendment for adoption.
Recommended motion:
Waive further first reading of the ordinance and layover for
final adoption.

ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION
19.66.030 OF THE SAN BERNARDINO MUNICIPAL CODE PERTAINING TO
PETITION APPROVING ADDITION OR ALTERATION TO BE SUBMITTED WITH
APPLICATION FOR VARIANCE, AND ADDING PROVISIONS TO APPLY WHEN
SUCH PETITION CANNOT BE OBTAINED.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION 1. Section 19.66.030 Subsection A of the San
Bernardino Municipal Code is amended to read:
"A. A petition approving such addition or alteration and
signed by seventy-five percent of the residents and/or owners of
properties within a radius of five hundred feet of the building
is presented to the Planning Commission; or if, after a
reasonable effort such approval has not been obtained, a signed
affidavit establishing that reasonable efforts have been put
forth to obtain the signatures of seventy-five percent of the
residents and/or owners of properties within a radius of five
hundred feet of the building but without success."

STAFF REPORT
Engineering Division has received requests to investigate the speed
zoning on Northpark Blvd.
A speed zone survey was conducted between University Parkway and
Electric Avenue. This study shows 85th percentile (critical) speeds
of 51 to 54 MPH between Univeristy Parkway and Little Mountain Drive
and 42 to 47 MPH between Little Mountain Drive and Electric Avenue.
Northpark Blvd. is a major divided highway, with residential lot
access. There is an existing 4-way stop control at "H" Street.
A traffic report was presented to the Mayor's Traffic Safety
Committee on January 16, 1985. The following Engineering Division's
recommendations were unamiously adopted: 1) Establish a 40 MPH speed
zone from Electric Avenue to Little Mountain Drive, 2) Establish a
50 MPH speed zone from Little Mountain Drive to University Parkway.

10.52.030 AND 10.52.050 OF THE SAN BERNARDINO MUNICIPAL CODE
ESTABLISHING A SPEED ZONE ON NORTHPARK BOULEVARD OF 40 MPH FROM
ELECTRIC AVENUE TO LITTLE MOUNTAIN DRIVE AND 50 MPH FROM LITTLE
MOUNTAIN DRIVE TO UNIVERSITY PARKWAY.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO
ORDAIN AS FOLLOWS:
SECTION 1. Section 10.52.030 of the San Bernardino Municipal
Code is amended to read:
-10.52.030 Forty miles,an hour.
In accordance with and pursuant to the authority of Sections
22357, 22358, 22360, and 22413 of the California Vehicle Code, the
Mayor and Common Council do hereby determine and declare, upon the
basis of an engineering and traffic investigation, that the prima
facie speed limit of forty miles per hour shall be established on
the following streets or portions thereof in the City:
Arrowhead Avenue: Between Esperanza Street and Rialto
Avenue7 between Seventh Street and Thompson Place7 between
Thompson Place and Kendall Drive.
Base Line Street: between Sierra Way and Bobbitt Drive7
between Muscott Street and 'H' Street.
Del Rosa Avenue7 between-Highland Avenue and a point seven
hundred thirty feet northerlY7 between Marshall Boulevard and
Eureka Street; between Foothill Boulevard and Bonita Vista Drive.
'E' Street: between Century Avenue and Benedict Streeet7
between Benedict Street and Rialto Avenue.
Electric Avenue: between Fortieth Street and Northpark
-
Boulevard.
Fifth Street: between Waterman Avenue and Sierra Way.
