CI,Q OF SAN BlERNARDICb - RBQUIOr' FOR COUNCIL ~
STAFF REPORT.
A classification study has been under consideration for several years. In ear-
ly 1983, Joe Canton, former Director of Personnel, secured four (4) proposals
for a comprehensive ~age and classification study. From these proposals, it
was determined that a cost not to exceed $50,000 should be allocated for such a
study. !
During the budget petiiod for FY 1984/85, M.J. Perlick, Director of Personnel,
in agreement with Dr Canton's rationale for a classifi.catton study performed by
an outside consultan , brought the issue forward and $35,000 was allocated for
survey purposes. Th reduction from $50,000 to $35,000 was due to the fact that
the desired survey/study would entail only classifications and not wage/salary
levels. ---
The sending out of the Request for Prollosa 1 s (RFP' s) W3S i ntentiona lly del ayed
until some impact from the City's new Qata processin~/word processing equipment
could properly appear in appropriate position descriptions. Formal RFP's were
distributed in November of 1984 to fifteen (15) consultant groups with a Decem-
ber proposal due date. Four (4) comprehensive proposals were received and
ranked in early January 1985, by the Classification Proposal Review Committee
comprised of M.J. Perlick, Director of Personnel, Ray Schweitzer, Deputy City
Administrator, Warren Knudson, Director of Finance, Steve Whitney, City Librar-
ian and Doug Chandler, Personnel Analyst. The two (2) consultants best meet-
ing the needs of the City were then invited to a question and answer session
with the Review Committee.
After a great deal of consideration on the proposals of both consultants, the
Committee was unanimous in its recommendation of the Personnel Research Center
as the organization to conduct the City's classification study, at a total cost
of $33,500. It should be noted that RDA, SBETA/JPTA and the Water Department
are not included in the City classification survey, although they may wish to
contract separately with "PRC" as they deem necessary and/or heavily borrow
from any new City job descriptions which may result from the study.
A brief biography of some of the PCR personnel to be involved in the City study,
taken from their original proposal, is attached. This proposal also contained
a client list which noted, among others, the San'Bernardino County Superinten-
dent of Schools, San Bernardino Unified School District, the Cities of Handford,
Tulare, Brea, Roseville, Carson, Lompoc and the Southern California Rapid Trans-
it District.
