Schuma Planning Director Dept: Planning Subject: Cable Lakes Project Negative Oeclaration - Findings in Support Mayor and Council Meeting of February 4, 1985, 9:00 a.m. Date: January 23, 1985 Synopsis of Previous Council action: The Mayor and Common Council approved in concept the Negative Declaration and instructed staff to prepare supporting statements at their meetin9' of November 8, 1984. Recommended motion: That the Mayor and Common Council adopt the Negative Declaration and the findings in support of the Negative Declaration for the Cable Lakes Project (Tentative Tract No. 12756 and Conditional Use Permit No. 84-37), a proposal to develop 120 lots on approximately 20 acres of land located on the north side of Frontage Road approximately 1,568 feet west of Little League Drive. Schuma Phone: 383-5057 5 Contact person: Supporting data attached: Yes Ward: FUNDING REQUIREMENTS: Amount: Source: Finance: Council Notes: Agenda Item NO'/'" t 75-0262 ----,,~ Ci o o o Findin~jn Support of Negative Declaration Notwithstanding the disclosure of the significant impact and their mitigation described, the Mayor and Common Council for the City of San Bernardino have determined, pursuant to Section 15093 of the State CEQA Guidelines, that the benefits of the proposed project outweigh the adverse impacts and that rather thana focused Environmental Impact Report a Negative Declaration should be given. ' / The Mayor and Common Council specifically find that there are special social, economic and other reasons for issuing a Negative Declaration. The reasons are as follows: 1. The project provides an opportunity for physical improvements of the road system which will not otherwise be made available. The applicant has been discussing the establishment of an improvement district or similar mechanism to design, construct and install identified improve- ments to the road system which will benefit the overall area adjacent to the proposed project. 2. Improvements to the flood control channel adjacent to the project site will be made as a condition of approval to the project providing greater winter storm protection to an area which is tremendously lacking in such protection, due to lack of funding from San Bernardino County Flood Control District. 3. The project will create employment for the construction of the residen- tial structures proposed for the subject project. 4. The development of the project will provide affordable housing in an area of San Bernardino which is designated for higher income levels. 5. Issuance of the Negative Declaration, with any pending conditions of approval for the propr~ed residential project, would make possible the sequential development and physical improvements necessary for the development of this area as prime residential area.
