From: Councilman Steve Marks Su~~: Library Ad Hoc Committee Report Dept: Council Office Da~: January 15, 1985 Synopsis of Previous Council action: LIBRARY AD HOC COMMITTEE - Council action December 17, 1984 established an ad hoc committee to oversee completion of the new Central Library, reporting back to the Council with their recom- mendations on financing alternatives to complete the project within the project budget. Racommended motion: 1. That the furniture and furnishings $300,000 bid~specifica- tion package, as amended, be approved and the Public Works Director be directed to proceed with bidding procedures. 2. That change order number 2 for "interior", bid package 1113, as amended, be approved. 3. That plans and estimate for bid package 1114, "site work" and street widening, be approved. 4. FURNITURE AND FURNISHINGS SPECIFICATIONS - CONSUELO ECKHARDT ASSOCIATES - Committee recommends the Council author- ize going to bid for furniture and furnishings as presented by Consuelo Eckhardt ($300,000 bid-specification package). The City Purchasing Agent was directed to amend specifications to permit incremental quantity deletions and additions, to proceed, as soon as possible, and to achieve as much cost savings as pos- sible without deviating from the interior design specification standards as presented by Consuelo Eckhardt. The Committee will review the bids prior to any award of contract. 2. DEDUCTIVE CONTRACT, BERRY CONSTRUCTION, CHANGE ORDER NO.2 FOR "INTERIOR", BID PACKAGE 1113 - DISCUSSION BY DON ROGERS, DIFFENBAUGH, INC. - The Committee considered bid package 113, the interior bid package, and directed the following cost savings: 1) Use 4-1/2" material in lieu of 5" material for'window framework - $4,000. 2) Delete waterproofing from bid package 113 interior space specifications contained in duplicating waterproofing provisions - $7,000. o o o o 3) Delete demountable partitions from rooms 128, 163 and 164, including door frames and hardware - $1,690. 4) Delete folding door in City Librarian's Office - $1,200. 5) Substitute metal cabinets for specified cabinetry in en- closed storage areas only where applicable - approval of City Librarian required. 3. PLANS AND ESTIMATE FOR BID PACKAGE 114, "SITE WORK" AND STREET WIDENING - REVIEW OF PLANS, SPECIFICATIONS AND ESTIMATE - The Committee recommends the Council authorize going to bid for , site work and street widening package. The Committee requested the Deputy City Administrator to ascertain how much can be done with CDBG money in-as-much as the improvement is in the targeted area. City Administrator was requested to make appropriate recom- mendation at next Council meeting. 4. AWARD OF CONTRACT FOR SKYLIGHTS - Committee recommends the Council award contract for sky lights at a savings of approxi- mately $25,000. (Contract for flat sky lights, rather than step sky lights.) 5. LIBRARY SHELF RELOCATION AND REFINISHING - Committee re- quested staff to work up separate bid package for relocation ex- penses; and refinishing and painting for all furnishings and to concentrate on finding local contractors to do the work. 6. LIBRARY BUDGET - The Committee reviewed the current status of the budget for construction of the library, including an analysis of the current expenditures and expected future construction costs. If needed, an approximate amount of $200,000 can be extrapolated from current construction revenues for construction expenditure contingencies. As previously determined by the Council, library materials, books, computers, etc., will be purchased through alter- nate methods such as general fund allocations or utilization of short term notes.
