Council approved allocation of $4,000 for Arrowhead Opera Institute,
as recommended by the Fine Arts Commission.
Recommended motion:
That the allocation of $4,000 for Arrowhead Opera Institute be rescinded,
rill tRel',~at any una110cated funds be retained in the Fine Arts
Commission allocation budget for a Master Plan, for the City of
San Bernardino. Unallocated funds are to be carried over, intact,
into the next fiscal year.

STAFF REPORT
Attached is letter from Colene Schwandt, President, Arrowhead Opera
Institute, dated January 5, 1984, citing the $4,000 offered by the
City is not sufficient for the accomplishment of the California
Opera Festival--they need the full $9,000.
The Fine Arts Commission on its first round of grants partially funded
many of the applicants with the hope that they would use the money to
generate other funds and become more independent of public sector funding.
All of the groups who applied this year received full funding last year.
There will be a second round of grant applications with deadline of
February 22, 1985.

Dear Mr. Sl1 ver:
Last year at this time, singers from across the nation bad gathered in
the City of SIn Bernardino and for a IIIOnth, we were inspired by their joy,
energy and diligence as they trained and rebaarsed Itlzart I s Don Giovanni
and Marriage of F~, preparing for the CALIFORNIA OPERA FESTIVAL at
California State versity in SIn Bernardino.
ARRCfNHEAD OPERA INSTITUTE is proud of the 20 opera performenceB sponsored
in its three annual festivals since its founding in 1979. The standard of
excellence has grown each year as well as the audience. (Our final perform-
ance of Don Giovanni nearly filled the haJ.l, where, a few weeks later a
major artist cancelled a scheduled concert rether than sing to a virtually
empty house.) Our expanded board is organized and eager to follow the fine
example set by the Inland Empire Symphony in audience developDent and we
bave been confident that IIIOving the performences closer to downtown would
improve their ability to attract the public.
Because of the above, and because the other organizations from whom we
requested funding (Mer~ Foundation and Gannett Foundation) granted our
request in full, the Board of ARRCNfflEAD OPERA INSTITUTE was surprized and
dismayed by the failure of the Arts ColIm1Bsion to recognize the value of the
FESTIVAL to the cOlllJlunity, granting us less thancme-balf our request. The
Board feels we need the full $9000 to insure the growth of the quality of
our productions, develop our audience, and enable us to begin the necessary
planning for the January, 1986 FESTIVAL. Therefore, it has voted to cancel
the fourth annual CALIFORNIA OPERA FESTIVAL in SIn Bernardino. The $4000
offered by the city is not sufficient for these neCeSSary accomplishments.
It is only a matter of time until some city in this beautiful valley
recognizes its potential as a continuing tourist attraction following the
Pasadena events on January 1 and lures several thousand of those tourists to
remain for the nation's only world class WINTER Y1JSIC FESTIVAL. It will take
bold, daring initiative, vision and unity of the political, social and edu-
cational leadership - but the socio-eccinOm1c rewards (not to mention spiritual
and artistic) are there. This bas already been demonstrated by summer festi-
vals in cities such as Ashland, Oregon; Charleston, South Carolina; Santa Fe,
New Mexico; and Aspen, Colorado.

The $4000 could be better spent for San Bernardino by sending members of
your commission to experience these festivals in 198' and check with the
Chambers of Commerce to verity the economic impact on these cities. I
am confident the doclDDented figures will begin at no 1esll than $40 million.
ARROWHEAD OPERA INSTITUTE will continue its uncompromising pursuit of
excellence in training and performance opportunities for the vocal arts
and its ~uast for ~l~~-~~ie~~rs who will SUllpOrt the conoept not only
with wor s, but wit.h "nn..ht...nt.. diligent work and agressive search for
adeQuate fund1ruz.
