STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday, 11/27/84.
A total of 11 bids were received, ranging from $4,283,034 to $5,300,000. The low bid
of $4,283,034 is 21.8% under the Engineer's Estimate of $5,479,049.
Listed below is an estimate of the total project cost, based upon the actual low bid
price.

An amount of $6.4 million has been provided in the 1983-84 Military Construction
Program to finance the construction costs for this project.
The low bid has been reviewed by Caltrans, and they have authorized the City to award
a contract. Therefore, we recommend that a contract be awarded to the Kasler Corpora-
tion for the low bid price.
Monthly progress payments to the Contractor will have to be financed by the City, and
a bill submitted to Caltrans for reimbursement. This situation will require the City
to "up front" the cost, until the funds are reimbursed by Caltrans.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO
KASLER CORPORATION FOR CONSTRUCTION OF TIPPECANOE AVENUE BRIDGE OVER THE SANTA
ANA RIVER.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. Kasler Corporation is determined to be the lOWest re-
sponsible bidder for construction of a public project, to-wit: Construction
of Tippecanoe Avenue Bridge over the Santa Ana River in accordance with Plan
No. 6358 for the total amount of $4,283.034.00, a contract is awarded to said
bidder accordingly. but such award shall be effective only upon the contract
being fully executed by the parties; all other bids therefore are hereby re-
jected; and the Mayor is hereby authorized and directed to execute said
contract on behalf of the City; a copy of the contract is attached .hereto,
marked Exhibit "A" and incorporated herein by reference as fully as though set
forth at length.
SECTION 2. The City of San Bernardino shall not be Obligated by
making this award unless and until the contract is fully executed and ,no oral
agreement relating thereto is intended or authorized and should not ,be im-
plied.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by
the Mayor and Common Council of the City of San Bernardino at a
meeting thereof, held on the
