1. ORDINANCE AMENDMENT - NONCONFORMING BUILDINGS AND NON-
CONFORMING USES - The Committee approved proposed amendment to
Me Section 19.66.030 pertaining to petition approving addition
or alteration to be submitted with application for variance, and
adding provisions to apply when such petition cannot be obtained;
and recommended the ordinance be adopted.
2. HOUSING DEVELOPMENT AND HOUSING ASSISTANCE POLICIES (RDA)
- The report regarding the Housing Assistance Policies of the
City and Redevelopment Agency was referred to the Committee by
Council action. After discussion the Committee deemed no action
necessary by the Council and requested RDA to meet with Council-
man Steve Marks to discuss the policies.
3. SEWER CAPACITY RIGHTS - TERMS - After discussion of
amendment to payment schedule for multi-family units, sewer ca-
pacity rights, the Committee recommended denial of the request.
4. REQUEST TO APPEAR - HUMANE SOCIETY DIRECTOR, MIKE MELE,
AND DR. CHANDLER, ANIMAL ADVISORY COMMISSION CHAIRMAN - This item
was continued. Commissioner Chandler expressed concerns regard-
ing lack of personnel, communication equipment, money in budget
and 24-hour on-duty (rather than on-call) personnel. Animal con-
trol Director, Paul Turner, in coordination with Dr. Chandler

and Humane Society Director, Mike Mele, will provide a total
report regarding Animal Control needs (communications, dollars,
personnel, equipment). This Committee will make a recommendation
to the Council based on the report.
5. STANDARDS FOR VACANT BUILDINGS IN PARKING DISTRICT VACANT
IN EXCESS OF lBODAYS - Committee went through criteria standards
list and deleted or approved items on list. Planning Director,
Frank Schuma, will prepare a new list based on the recommendations
from the Committee.
