Previous Planning Commission Action:
At the meeting of the Planning Commission the following recommendation was
made:
The application for General Plan Amendment No. 84-4 was recommended for
approval per resolution of the Planning Commission No. 85-1 and Exhibit IV
contained in the staff report dated January 8, 1985
The Negative Declaration for environmental review was also recommended for
approval.
Vote: Unanimous.
Recommended motion:
To approve responses to comments and to adopt the Negative Declaration for
environmental review which has been reviewed and considered.
To approve, modify or reject the findings and the recommendation of the
Planning Commission and to direct the City Attorney to prepare the
necessary amendments to the Zoning Ordinance.

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN BERNARDINO
AMENDING SPECIFIC DESIGNATIONS SHOWN ON THE LAND USE ELEMENT OF THE GENERAL
PLAN. '
THE PLANNING COMMISSION OF TH~ CITY OF SAN BERNARDINO DOES RESOLVE
AS FOLLOWS:
WHEREAS, the Planning Commission adopted Resolution No.7 on
July 7,1964, establishing a General Plan land Use Element for the City of
San Bernardino which was subsequently adopted by the Mayor and Common Council
via Resolution No. 7336 on August 17, 1964; and,
WHEREAS, the City of San Bernardino Planning Commission conducted
a legally advertised and announced public hearing on an amendment to the
Genera 1 Pl an (General Pl an Amendment No. 84-4) land Use El ement on
January 8, 1985,
WHEREAS, A NEGATIVE DECLARATION, complete with an initial study
relating to Amendment No. 84-4, has been reviewed by the Planning Commission
in accordance with the California Environmental Quality Act and local
regulations; and,
WHEREAS, the adoption of Amendment No..84-4, in accordance with
Exhibit IV is deemed in the interest of the orderly development of the City
and is consistent with the goals and objectives of the existing General Plan.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of
the City of San Bernardino, hereby, adopts Resolution No. 85-1 and
recommends to the Mayor and Common Council adoption via said resolution per-
taining to General Plan Amendment No. 84-4, that the land Use Element of the
General Plan of the City of San Bernardino be amended by changing the approx-
imately 29.4 acres located northerly of Fairway Drive, easterly of the exten-
sion of Orange Show Road, southerly of Century Avenue, and westerly of
Camino Real, as outlined on the map entitled Exhibit'IV, a copy of which is

attached hereto and incorporated

herein by reference,

from Open Space and
Conservation uses to General Commercial uses.

1~ The applicant is requesting a General Plan Amendment from Open Space
and Conservation to General Commercial on one parcel of 29.4 acres
located south of Century Avenue and westerly of Camino Real.
2. Staff conducted an initial environmental assessment of the proposal to
determine if significant environmental impacts would result. On
December 19, the Environmental Review Committee determined that the
project would not have a significant effect upon the environment based
upon the following findings and mitigation measures.
A. Noi se:
The site is in close proximity to 1-215, a major noise generating
source. The site is also entirely contained within Airport District
IV (C.U.D.12) per Section 19.64 of the San Bernardino Municipal Code
and is therefore characterized by high noise levels (70-75 Ldn).
Norton Air Force'Base indicated that the entire project underlies the
Norton Air Force Base AICUZ Study Area. Norton also indicated that
the area is suited for commercial uses; however, noise attenuation
features shall be incorporated into all portions of buildings which
are used as office space, areas where the public is received, or areas
where the normal noise level is low. As the entire 29.4 acres is
within C.U.D.12, a Noise Level Reduction (NLR) of 25 Ldn shall be
incorporated into the design and construction of any proposed struc-
tures. The Environmental Review Committee determined that the noise
constraints of the property would not pose a significant deterrent to
development of the property under the General Commercial designation.
However, a noise study must be required upon development in order to
incorporate design components to any proposed structures.
B.
Traffi c:
The current General Plan designation of Open Space and Conservation
would generate less traffic than any other General Plan designation
alternative. Therefore, the Environmental Review Committee required a
traffic report in order to assess the traffic impacts of proposed com-
mercial development. The Traffic Study concluded that trip generation
and peak-hour volumes would significantly increase at ultimate
buildout of the area. The following are some of the impact mitigation
measures proposed by the report and the City Traffic Engineer:
(1) Orange Show Road shall be extended to Fairway Drive with a 64
foot full width improvement of Orange Show Road and a con-
tinuous left turn lane between the 1-215 interchange and

(2) Development of the property commercially will contribute 22%
to the peak hour traffic at the intersection of Orange Show
Road and Camino Real which will meet signal warrants at that
time. The property owner will also contribute toward signal-
ization at the intersection of 'E' Street and 1-215.
(3) Further study will be required to determine the impact of the
project upon the Orange Show Road and 1-215 interchange.
C. Fl ood :
The site is located northeasterly of the confluence of Warm Creek
and Santa Ana River both of which are designated as Zone 'A' Flood
Hazard area and function as semi-improved channels. Upon develop-
ment, the property may require significant fill and/or on-site
drainage facilities to mitigate on-site drainage impacts.
D. Seismic and Geologic Impacts:
The entire site is located in the Alquist-Priolo Special Studies zone
with an accurately located branch of the San Jacinto fault traversing
the site in a northwesterly trend. In addition, the site is within a
Liquefaction Zone 'A' (0 to 15 depth to ground water). A preliminary
soils investigation of the property was conducted. However, it did
not meet the requirements of the Alquist-Priolo Special Studies Zones
Act due to the use of drilling and seismic infraction methods which.
did not deliniate the precise location, depth, width, number of
breaks, or regency of movement of the fault. In order to meet the
requirements of the Act, on-site trenching would be required. Due to
the location of the three radio towers with subsurface antennas,
trenching of the site at a location which would yield the necessary
information in the most expedient manner is inconvenient as long as
the radio station is in operation. Therefore, the Environmental
Review Committee recommends that a detailed geotechnical report be
prepared prior to approval of a subdivision or site development plan
to determine the exact geologic constraints of the parcel.
3. Exhibit II indicates the approximate boundaries of the current General
Plan designation for the site and surrounding properties. The site
and property northerly and easterly are designated Open and
Conservation as well as the Santa Ana River Flood Control area
southerly. The Commercial-Recreation designation is indicated on par-
cels which abut 1-215 easterly. The proposed General Commercial
designation would permit similar uses as the adjacent
Commercial-Recreation designation. In addition, it would permit cer-
tain light-industrial office uses associated with the C-M,
Commercial-Manufacturing zone.

Exhibit III indicates the current land use and Exhibit I indicates
current zoning designations in the area. The subject 29.4 acres,
zoned "0", Open District, are developed as a Golf Course which also
extends to property located westerly. There are also three radio
towers traversing the property. The Warm Sprin9s Flood Control
Channel, also zoned "0", is adjacent to the Golf Course westerly. To
the north of the property across Century Avenue, are 13 acres zoned
C-M which are currently vacant. The 13 acres has an approved ten-
tative Parcel Map 6557 in preparation for its development as an
industrial park but no site plans have been submitted to date. An
automobile dealership is also located northerly adjacent to Camino
Real. Southerly of Fairway Drive in the City of Colton is a light
industrial use in property designated as General Commercial by the
City of Colton. The remaining property in Col~on is currently vacant.
Parcels westerly and southerly of the site are all zoned C-3A.
Approximately 60% of this area is vacant with the remainder developed
commercially as motels, restaurant, and another automobile related
commerci al use. Thi s area is well sui ted to commerci al uses due to
its high visibility and access to 1-215. The proposed General Plan
Amendment would permit uses which would be compatible with surrounding
existing and proposed commercial uses in the area given the necessary
traffic improvements and mitigations.
5. City Planning Staff had intended to expand the boundaries in the Study
Area to the entire 72 acres bordered by Camino Real, Fairway Drive,
and Orange Show Road. This would permit Staff to reevaluate the area
with regard to several land use alternatives. In particular, the area
northerly and easterly which is still designated as Open Space and
Conservation should be examined with regard to an alternative designa-
tion which is more consistent with the direction of development in
this area. The analysis of the 29 acres and surrounding area has
indicated that although the area is subject to significant environmen-
tal constraints, a non-residential land use designation would permit
development subject to required mitigation measures and improvements.
However, a legal advertising error only permits the Commission to
amend the land use designation on the 29 acres alone at this time.
Planning Staff recommends that the surrounding area be further reeva-
luated at a later date to determine appropriate land use designations
for these areas.

1. The proposed General Plan Amendment No. 84-4 from Open Space and
Conservation to General Commercial is consistent with the intent of
the General Plan to "provide sufficient land area within the City...of
appropriate types located and served by good access, to meet the ulti-
mate needs of the communi ty when developed to capacity."
2. The proposed General Plan Amendment to General Commercial is com-
patible with existing and future surrounding development.
3. There are no environmental constraints to the commercial development
of the property which cannot be mitigated at the development stage via
additional studies and/or site design and improvements as stated in
the observations.
RECOMMENDA TI ON:
Staff recommends the adoption of the negative declaration and approval of
General Plan Amendment No. 84-4 from Open Space and Conservation to General
Commercial based on the observations and findings contained in the Staff
Report.
