STAFF REPORT
Section 3.04.010 of the San Bernardino Municipal Code currently
provides for an exemption to the centralized purchasing system for
the purchase of supplies, materials and equipment! for the City.
The exemption applies to purchases from or sales :to a government
or governmental agency, or to the purchase of ele,ction supplies.
The proposed amendment to Section 3.04.010 would ,provide a further
exemption of purchases through any advantageous governmental
contract. The amendment would provide the City ~ith an
opportunity to take part in a contract at a substantial savings
for supplies, materials or equipment which savings the City may
not be able to attain on its own. E.g., the City could
participate with the County in a contract for the joint purchase
of xerox, machines directly through the vendor ata reduced price.

ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION
3.04.010 OF THE SAN BERNARDINO MUNICIPAL CODE TO EXEMPT PURCHASES
AND SALES THROUGH ANY ADVANTAGEOUS GOVERNMENTAL CONTRACT FROM THE
REQUIREMENTS OF CHAPTER 3.04 CONCERNING THE CENTRALIZED PURCHASING
SYSTEM.

ORDAIN AS FOLLOWS:

SECTION 1. Section 3.04.010 of the San Bernardino Municipal
8 Code is amended to read:

"3.04.010 Adoption of purchasing system.
10 In order to establish efficient procedures for the purchase
11 of supplies, materials and equipment, to secure for all
12 departments or agencies of the City, excepting the Municipal Water
13 Department and the Free Public Library, supplies, materials and
14 equipment at the lowest possible cost commensurate with the
15 quality needed, to exercise positive tinancial control over
16 purchases, to clearly define authority for the purchasing
17 functions and to assure the quality of purchases, a centralized
18
IPurChaSing system is adopted.
