Good day Councilmembers and Mayor Tran,
I am writing to follow up on this PRA request to determine what the hold-up is with releasing Charles Montoya's Letter of Intent that he mentioned at the 1/31/24 study session. Just like
citizens, some council members were equally surprised to learn about this Letter of Intent. Charles Montoya stated, "We already have a letter of intent with them [Stifel] and all the
project personnel put on this will go ahead and be reimbursed through the bond proceeds". I am writing to you because this public records request was closed with "no responsive
records," but that is not true since we know a Letter of Intent exists, as confirmed by CM, himself on 1/31/24. I was told I may follow up with you as the oversight committee for the CM.
It is public knowledge that Charles Montoya was terminated for "prohibited" acts (and it is a moot point if he is in pending litigation for it ). A termination
letter from the City of Avondale was written to Charles Montoya wherein the city accused him of misconduct involving reimbursements and financial loans,
therefore, you can see citizens' frustration when the CM's office refuses to comply with a related PRA, in direct violation of the Brown Act.
