I apologize for being unable to attend tonight's meeting. Tonight's proposal is a much needed update to the City's
Density Ordinance. Affordable Housing proposals from development firms will become much more attractive. I do have
a concern. The document makes several references to the Citys "General Plan'(GP). This document, as a whole Is not
paginated. But on line 23 of the fourth page of the "Request for Council Action' refers to the GP. Then, again, on line 16
p.3. The revision of the City's GP was suspended last year and is not incompliance with state requirements, However, the
Housing Element which is required by state law to be in compliance, is the document that is the reason for this Item,
Tonight's Item is being proposed because the state's Department of Housing and Community Development requested
because prior submissions of the City's Draft Housing Element did not contain this necessary information. I'm
concerned over the "uneven" approach the City's administration has taken regarding an truly up-to-date GP, with the
suspension of the needed revision's of the seven other elements in a complete GP a great number of topics important to
the citizen's of San Bernardino are being ignored. For example, the Equity Element. In this element "disadvantaged
communities" within the City. Topics related to disadvantaged communities are not being addressed: health risks must
be identified and reduced, e.g. environment pollution, safe and sanitary housing must be made available, along with
public facilities and food access. while other unrevised elements refer to: open space, education, solid and liquid waste
disposal, among others. Though my concern is not directly related to tonight's amendment, the amendment document
hasn't considered the status of the Citys unfinished GP revision, The GP doesn't address marry very important issues,
referring to it ignores this fact.
