delegates to the 2022 League of California Cities Annual Conference & Expo on
September 7-9, 2022 in Long Beach, California.

7. Ethics Training for All City Employees (All Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, discuss and provide direction on the establishment of ethics training for
all City of San Bernardino employees. Staff recommends expanding the
requirement of AB 1234 training to all employees required to file under the City's
Conflict of Interest Code and utilizing online training available through Vector
Solutions for all other employees.

Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California:
1. Introduce, read by title only, and waive further reading of Ordinance No. MC -
1583 of the Mayor and City Council of the City of San Bernardino, California,
approving Development Code Amendment 22-01 amending Section 19.54.030
(Operating Standards) of the City of San Bernardino Municipal Code (Title 19)
updating the standards for home occupations; and finding the Ordinance is
exempt under the California Environmental Quality Act (Attachment 1); and
2. Schedule the adoption of the above Ordinance for the regularly scheduled
meeting of the Mayor and City Council on July 20, 2022.

Bernardino, California, making determinations and confirming assessments and
proceedings for unpaid solid waste collection services.

Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, take the following actions to conduct the General Municipal Election on
Tuesday, November 8, 2022:
1. Adopt Resolution No. 2022-120 calling for the holding of a General Municipal
Election to be held on Tuesday, November 8, 2022 , for the election of certain
officers as required by the provisions of the San Bernardino City Charter;
2. Adopt Resolution No. 2022-121 Requesting the Board of Supervisors of the
County of San Bernardino consolidate a General Municipal Election to be held on
Tuesday, November 8, 2022, with the Statewide General Election to be held on
the same date pursuant to section 10403 of the Elections Code;
3. Adopt Resolution No. 2022-122 adopting regulations for Candidates for elective
office pertaining to candidate statements submitted to the voters at an election to
be held on Tuesday, November 8, 2022.

Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California adopt Resolution No. 2022-123 of the Mayor and City Council of the City
