Council Member Alexander led the Invocation and Pledge of Allegiance to the Flag.

The Mayor Pro-Tem and members of the City Council spoke on events, meetings, and
conferences attended and upcoming events.
PRESENTATIONS
1. California Clean Air Day Proclamation (All Wards)
Mayor Pro-Tem Ibarra read the Proclamation into the meeting record and presented the
Proclamation to San Bernardino City Unified School District Principal Kenneth Martinez.
2. Domestic Violence Awareness Month (All Wards)
Mayor Pro-Tem Ibarra read the Proclamation into the record and presented Lisa A.
Lemons from Option House, Inc. with the Proclamation.

PUBLIC HEARING
7. Public Hearing on Summary of Redistricting Law, Criteria, 2020 Census, and
Process (All Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California take the following actions:
1. Receive and file the staff report and presentation;
2. Conduct a Public Hearing to obtain public input and provide direction on the
criteria to be considered while drafting district maps including identifying
communities of interest; and
3. Authorize staff to conduct a portion of the twenty-one public input workshops
virtually

Public Comments were continued at the conclusion of the public hearing for Item No. 7.
APPOINTMENTS
3. General Plan Advisory Committee Appointment (Ward 6)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, approve the appointment of Mr. Raafi A. Bell as a voting member to the
General Plan Advisory Committee representing Ward 6 with the term ending
December 2024. Mr. Bell will replace Daniel Peeden with the term ending
December 2024. Council Staff has verified that appointee is a registered voter
within the City.
City Clerk Rocha issued the Oath of Office to Mr. Bell and Council Member Calvin
presented him with a certificate and City pin.

Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, approve the appointment of Mr. Steven L. Filson to the Elected Official
Compensation Advisory Board representing Ward 4 with the term ending December
2022. Mr. Filson will replace John Hall with the term ending December 2022.
Council Staff has verified that appointee is a registered voter within the City.
Mr. Filson was not present at the meeting.

DISCUSSION
5. Violence Intervention Program Manager (All Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California:
1. Receive and file and update report on the Violence Intervention Program (VIP);
and

2. Review and provide staff direction regarding an amendment to the Adopted
Fiscal Year 2021/22 Operating Budget increasing funding for supportive VIP
services as requested by members of the City Council for consideration.
Council Member Figueroa announced he had a conflict of interest on Item No. 5 due to
one of his employers being named in the item for consideration and that he would be
recusing himself from the discussion.
RESULT: DIRECTED STAFF TO BRING BACK A BUDGET AMENDMENT TO
THE ADOPTED FY 2021/22 OPERATING BUDGET IN THE
AMOUNT OF ONE-MILLION DOLLARS IN AMERICAN RESCUE

Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California take the following action:
1. Approve the Commercial Cannabis Business Permit (CCB) 21-0002, Change of
Location for JIVA SBD, LLC (dba Cookies San Bernardino) from 494 W. Orange
Show Road, Suite D to 494 W. Orange Show Road, Suites A, D and E;
2. Approve the Commercial Cannabis Business Permit (CCB) 21-0004, Change of
Location for SB Pharma Holdings from 2015 S. Diners Ct. to 1975 S. Diners Ct;
3. Approve the Commercial Cannabis Business Permit (CCB) 21-0001, Change of
Ownership for PTRE Management; and
4. Approve the Commercial Cannabis Business Permit (CCB) 21-0003, Change of
Ownership for Accessible Options.

8. Submittal of the FY 2020/21 Consolidated Annual Performance and Evaluation
Report (CAPER) (All Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California authorize the submission of the Fiscal Year 2020/21 Consolidated Annual
Performance and Evaluation Report (CAPER) to the United States Department of
Housing and Urban Development.
Mayor Pro-Tem opened the Public Hearing at 11:12 PM.
City Clerk Rocha announced there were no requests to speak.
Administrative Analyst II Maria Gallegos informed the Mayor Pro-Tem and City Council
that the staff report listed an actual goal of zero for Improve Facilities & Infrastructure;
however, the goal should reflect 20,355 residents served.
Mayor Pro-Tem closed the Public Hearing at 11:15 PM.

1.Authorizing the City Manager to execute Contract Change Order (CCO) #1 for
Project No. 8776 with TSR Construction and Inspection, in the amount of
$149,713, for a full contract not-to-exceed amount of $356,502; and
2.Authorizing the Director of Finance to create a budget amendment allocating
$56,288.57 from the San Manuel Band of Mission Indians Grant (Account No.
123-230-8821-5504) and $93,424.43 from CDBG-CV3) to project account (124-
160-8776-5504); and
3.Authorizing the Director of Finance to increase the purchase order to reflect the
full, approved project cost.

Quinn Company in the amount of $139,092.86.

for each consultant to provide as-needed, on-call, architectural services for various
Capital Improvement Program (CIP) construction and modernization projects.

The Meeting of the Mayor and City Council was adjourned at 11:46 PM on Wednesday,
October 6, 2021.
The next joint regular meeting of the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelopment Agency will be held on
Wednesday, October 20, 2021, in the Council Chamber located at 201 North “E”
Street, San Bernardino, California 92401. Closed Session will begin at 5:30 p.m. and
Open Session will begin at 7:00 p.m.
