Welcome to a meeting of the Animal Control Commission of the City of San Bernardino.
o Anyone who wishes to speak during public comment or on a particular item will be required to fill out a
speaker slip. Speaker slips must be turned in to the Secretary. You may email your request to speak to
billbe_wa@sbcity.org prior to 2:30 p.m. Each request will cover one speaker. Those who wish to speak
must submit their own request to be called on by the Chairperson.
o There is a 3-minute-per-person time limit for all comments, excluding quasi-judicial hearings.
o Written comment on any item may also be submitted to the Secretary to be included in the meeting
record. It will not be read aloud by the Secretary.
o Those who wish to speak on public or quasi-judicial hearing items will have three minutes for each item.
o All who wish to speak, including Commissioners and staff, need to be recognized by the Chairperson
or Vice -Chairperson before speaking.
o Please contact the secretary, Wanda Billbe (909) 384-1304 ext. 1506 two working days prior to the
meeting for any requests for reasonable accommodation to include interpreters.
o All documents for public review are on file with the City Clerk's Office or may be accessed online by

PUBLIC COMMENTS FOR ITEMS LISTED AND NOT LISTED ON THE AGENDA
A three -minute limitation shall apply to each member of the public who wishes to address the
Animal Control Commission on any item on the agenda, excluding public hearings. There is
no limit to the number of items that may be discussed within the three -minute time limit. To
be called on by the Chairperson, please turn in individual speaker slips to the Secretary by
2:30 p.m. the day of the meeting. If you wish, you may email your speaking request to
billbe wa(d?sbcity.org prior to the beginning of the meeting. Emailed requests to speak will
not be accepted from anyone but the person requesting to speak.

There will be no separate discussion of Consent Calendar items unless a
Commissioner requests that the item be considered in its normal sequence on the
agenda.

2. STAFF REPORT
1. Department Updates
Director, Kristine Watson provided an oral report with Department updates,
discussed the new shelter, and the -shelter clean-up day.
2. Statistics
Director, Kristine Watson provided current statistics for the shelter.
3. Increase Commissioner Involvement" in the Community
Commissioner Alejandro Faz provided suggestions as to how the Commissioners
could become more involved in the community. This will be further discussed at
the next meeting.
4. Adjournment

MEMORANDUM

SUBJECT. Update to Commission on Animal Services
DATE: July 13, 2022
Staffing
We are hosting interviews this month for 4 Animal Shelter Attendant positions that were added to the
Department through State grant funding. These positions are being paid for by the grant for 2 years. At
the end of the grant period, we will evaluate our staffing levels and need for the positions moving
forward.
We will be interviewing candidates for the vacant Animal Control Officer (ACO) position at the end of
this month. Once this ACO is hired and completes training, the Department will have a total of 5 Animal
Control Officers and 1 Lead Animal Control Officer to serve Residents of the City.
Conferences and Training
We've been able to send more staff to training on current practices in Animal Welfare. Recent
conferences and training are as follows:
Chameleon (Shelter software) Conference
o Shelter Supervisor, Leslie Walker attended. We are working to add new reports to our
system to assist staff in streamlining our daily tasks
• All ACO's and Customer Service staff attended a training session on dispatching animal welfare
calls and how to improve communications between the field officers and call takers
Kris Watson was able to attend the Best Friends National Conference from July 6th-July 9th. The
conference included classes on expanding Community Outreach, increasing foster capacity and
hiring/retaining veterinary staff. This conference records all sessions and makes them available
to the attendees and staff after the conference. Once the recordings have been received,
additional staff and volunteers will be able to attend trainings we schedule at the shelter. Our
Animal Control Commission members are also welcome to view any training sessions should
they wish to.
Facility Update
We finalized fencing around the campus last week. We replaced the old wooden fence by the cat room
with a chain link privacy fence that can be closed during regular business hours and locked at night to
fully secure the campus. We also added a gate at the end of our quarantine kennels to bolster safety for
staff and other animals.
We will be having a concrete pad installed at the shelter to be used to park and securely house the
mobile veterinary unit when it arrives. The concrete pad will be located outside the main shelter
receiving area and will be adjacent to the morgue.
The City closed the RFP for alarm and video surveillance services at the shelter last month. We will be
selecting a contractor and hope to have the agreement before the Mayor and City Council for approval
in August.
Neighborhood Association Meetings
The Department will be attending the Northpark Neighborhood Association meeting on Thursday,
August 11, 2022 from 6:30-8:OOPM.
