Speaker slips must be turned in to the Secretary. You may email your request to speak to billbe_wa@sbcity.org prior to 2:30 p.m. Each request will cover one speaker. Those who wish to speak must submit their own request to be called on by the Chairperson. o There is a 3-minute-per-person time limit for all comments, excluding quasi-judicial hearings. o Written comment on any item may also be submitted to the Secretary to be included in the meeting record. It will not be read aloud by the Secretary. o Those who wish to speak on public or quasi-judicial hearing items will have three minutes for each item. o All who wish to speak, including Commissioners and staff, need to be recognized by the Chairperson or Vice -Chairperson before speaking. o Please contact the secretary, Wanda Billbe (909) 384-1304 ext. 1506 two working days prior to the meeting for any requests for reasonable accommodation to include interpreters. o All documents for public review are on file with the City Clerk's Office or may be accessed online by going to www.sbcity.orc;. 0 Please turn off or mute your cell phone while the meeting is in session. Regular Meeting Agenda MARCH 9, 2022 CALL TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL PUBLIC COMMENTS FOR ITEMS LISTED AND NOT LISTED ON THE AGENDA A three -minute limitation shall apply to each member of the public who wishes to address the Animal Control Commission on any item on the agenda, excluding public hearings. There is no limit to the number of items that may be discussed within the three -minute time limit. To be called on by the Chairperson, please turn in individual speaker slips to the Secretary y 2:30 p.m. the day of the meeting. If you wish, you may email your speaking request to billbe waosbcity.orci prior to the beginning of the meeting. Emailed requests to speak will not be accepted from anyone but the person requesting to speak. Updates Director, Kristine Watson, welcomed Commissioner Maria Lanas, Ward 1. Kristine provided an oral report and answered questions posed by the Commission regarding the Grand Re -Opening, San Manuel Grant for the mobile veterinary care vehicle and staff, kitten season and current statistics. She discussed the upcoming Preliminary Design Community Meetings on 02/17/22 at the library and 02/18/22 at the Senior Citizen Center. 4. By: Wanda Billbe Animal Control Commission of the City of San Bernardino Page 2 March 3, 2022 CITY OF SAN BERNARDINO ANIMAL SERVICES MEMORANDUM TO: Animal Control Commissioners FROM: Kris Watson, Animal Services Director SUBJECT: Update to Commission on Animal Services DATE: Match 9, 2022 New Shelter Meetings DLR Group and Animal Arts finished the community feedback meetings for the Preliminary Design of the new shelter on February 17 & 18, 2022. Although there weren't many attendees, the architects were able to hear from our community members about what their needs are for a new shelter. We hope to have a design to show the Commission at our next meeting in April. Mid -Year Budget and Staffing At the Mayor and City Council Meeting on March 2, 2022, the following positions were approved: • 6 Part-time Licenses Checkers • RVT (Registered Veterinary Technician) and • Veterinarian HR will be working on the positions and recruitment. We are hoping to have an update on recruitment timelines for you at the next meeting. We have attached a current organization chart so that the Commission may see where these positions are in the Department. The Department is looking forward to welcoming their recent hire and newest ACO on Sunday, March 20'h. She comes to us with experience in the animal welfare industry and is expected to be in training for 2 months until she can be on her own in the field. We are wrapping up a recruitment for the Lead Animal Control Officer and will be conducting interviews the first week of April. We recently finalized interviews for the vacant full time animal shelter attendant position and have extended a job offer. The candidate is in background, which can take up to a month to complete before we have a start date. We are hoping to take over dispatch and all animal related calls to the call center by the end of April. Dispatchers are going on ride alongs with the ACO's and sitting with PD dispatchers as part of their training and preparation for their duties. Western University Collaboration I Beginning on Thursday 3/10/2022, we will ,be transporting 5 animals weekly to Western University in Pomona for Spay/Neuter. This will help us get the current population of pets at the shelter altered. The Department is hopeful that this is the first of many opportunities to collaborate with Western University to the benefit of our shelter pets and community. Upcoming Low -Cost Vaccine Clinic The non-profit organization, The Paw Mission, is working with the Department to host a low-cost vaccine clinic at the 5th Street Senior Center on Saturday March 19th. We will post details on this event on our website and social media as soon as we have them. Neighborhood Association Meetings -y' The Department would like to start offering presentations on dog bite prevention and living with wildlife at the Neighborhood Association Meetings. Let us know if your associations have availability beginning in May 2022 so we can get you on the schedule.
