RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE CITY MANAGER TO EXECUTE A
GOODS PURCHASE AGREEMENT BETWEEN THE CITY
OF SAN BERANRDINO AND TACTICAL SUPPORT
EQUIPMENT, AND THE AGENCY DIRECTOR OF
ADMINISTRATIVE SERVICES TO ISSUE A PURCHASE
ORDER TO TACTICAL SUPPORT EQUIPMENT IN AN
AMOUNT NOT EXCEEDING $687,000.
WHEREAS, the City of San Bernardino was awarded $425,000 in grant funds for the
FY2020 Urban Area Security Initiative Grant; and
WHEREAS, the City proposed and received approval to use $400,000 of the Urban Area
Security Initiative grant funds for the purchase of a cellular site simulator in support of the goal of
preparing for, preventing, and responding to security threats to the region; and
WHEREAS, the City issued an RFQ requesting bids for the purchase of cellular site
simulator technology and the winning bidder was Tactical Support Equipment, at a cost of
$687,000; and
WHEREAS, there are sufficient funds in the Fiscal Year 2023/24 Adopted Budget to
complete the purchase.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2. The City Manager is hereby authorized to execute a goods purchase
agreement, attached hereto as Exhibit "A," between Tactical Support Equipment and the City of
San Bernardino.
SECTION 3. The Agency Director of Administrative Services is authorized to issue a
purchase order to Tactical Support Equipment in an amount not to exceed $687,000, supplanting
Section 3 of the previously adopted Resolution 2022-239.
SECTION 4. The Mayor and City Council finds this Resolution is not subject to the
California Environmental Quality Act (CEQA) in that the activity is covered by the general rule
that CEQA applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty, as in this case, that there is no possibility that

the activity in question may have a significant effect on the environment, the activity is not subject
to CEQA.
SECTION 5. Severability. If any provision of this Resolution or the application thereof
to any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 6. Effective Date. This Resolution shall become effective immediately.
APPROVED and ADOPTED by the City Council and signed by the Mayor and attested
by the City Clerk this 16'h day of August 2023.
