Mayor Tran et al,
I am in disbelief to learn about the alleged misconduct and collusion taking place between you
and 4 selective Councilmembers (Ibarra, Shorett, Sanchez, Figueroa) regarding the
appointment of a new City Manager, specifically as it relates to Steve Carrigan, and in
violation of the Brown Act. It is alleged that you and the aforementioned individuals met prior
to an approved meeting to discuss the permanent appointment of Mr. Carrigan, who was last
fired from Merced for withholding information to the public. Why would we entrust this
individual with our community?? In addition to alleged collusion, there is also alleged reports
of sabotage regarding a prospective (and possibly rightful) candidate. If these allegations are
founded, there is NO INTEGRITY in your actions.
I ASK YOU TO WITHHOLD THE RECRUITMENT AND APPOINTMENT OF Carrigan. --
In fact, we, the CITIZENS, DEMAND THAT THE RECRUITMENT IS WITHHELD UNTIL
A PROPER CIVIL SERVICE EFFORT IS COMPLETED. NEGOTIATIONS SHOULD BE
HALTED ASAP AS YOU FAILED TO UPHOLD BROWN ACT PROCEDURES!! IT IS
ILLEGAL TO COORDINATE EFFORTS TO PRE-DISCUSS YOUR VOTES (IN A
QUORUM) OUTSIDE OF THE PROPER VOTING ARENA.
SAN BERNARDINO DOES NOT STAND FOR CORRUPTION AND WE WILL
CONTINUE TO DISSEMINATE THIS ALLEGED MISCONDUCT SO THAT WE
CAN DETERMINE WHAT TOOK PLACE AND ALLOW THE PROPER DUE
PROCESS TO TAKE PLACE!
