Subject: San Manuel Band of Mission Indians Grant Acceptance (All
Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California:
1. Adopt Resolution No. 2021-305 accepting a grant from the San Manuel Band of
Mission Indians in the amount of $2,220,000 for a Mobile Veterinary Clinic
($1,100,000), Police Patrol Vehicles ($120,000), and Seccombe Lake Park
Recreation Improvements ($1,000,000), and authorize the City Manager to
conduct all negotiations, sign and submit all necessary documents to receive the
grant award;
2. Authorize the Finance Director to amend the FY 2021/22 Capital Budget by
$1,945,000 in both revenue and expenditures; and
3. Authorize the Finance Director to amend the FY 2021/22 General Fund
Operating Budget by $275,000 in both revenue and expenditures.
Background
The City of San Bernardino is-avrorking to improve infrastructure citywide as well as the
services that the City provides. Toward this goal, the City has invested in improvements
to Animal Services including demolishing the old shelter buildings and revamping
operations, resulting in a "save rate" of 94% for sheltered dogs at the facility; which
means that 94% of dogs that are brought to the City's shelter are saved and not
euthanized, higher than the 90% standard to be considered a "no kill" shelter. The San
Manuel Band of Mission Indians have been a key partner in this improvement,
contributing $1.5 million to the emergency replacement of the Animal Services shelter
and administration buildings.
For the FY 2021/22 Budget, the Mayor and City Council authorized the hiii&Q of
additional patrol officers and a commercial traffic unit, which will be in place in FY

2022/23. The commercial traffic unit will enforce weight restrictions and truck routes
throughout the City, helping to keep newly resurfaced streets in good shape.
The City is working to improve streets, sidewalks, parks and facilities throughout the
City, with a capital improvement plan for FY 2021/22 of nearly $50 million. Even with
this level of capital investment, the City applies for grants whenever possible to
supplement local funds to address all the capital needs of the City. The City recently
applied for $8.5 million in grant funding for Seccombe Lake Park through the California
Statewide Park Program. Unfortunately, when grant awards were announced in
December, none of the City of San Bernardino's projects were funded.
Discussion
Adding a Mobile Veterinary Clinic helps Animal Services to better serve the
community's needs now and moving forward. Not only would the Animal Services
Department be able to take the unit to the new shelter, but the Department would also
be able to take it to community centers and other locations to perform spaying and
neutering, vaccinations, and microchipping clinics throughout the City. This would be
helpful to the percentage of the population that does not have a dedicated vehicle to
bring their pets to a clinic for care. The Mobile veterinary unit costs $825,000 and
operations for the first year is estimated at $275,000.
Replacing two existing patrol vehicles with two that are specifically dedicated to service
the San Manuel area during officer shifts and overtime traffic coverage on the weekends
will ensure that the patrol officers assigned to these shifts have reliable vehicles
available and are able to discharge their duties appropriately.
The planned renovation of Seccombe Lake Park includes a walking and biking trail with
nine exercise equipment stations, new turf and drought tolerant planting, new
playgrounds, renovation of the gazebo, new picnic areas with barbecue amenities, and
new restrooms, among other improvements. Seccombe Lake is one of the largest parks
in the City and is centrally located close to downtown. Decorative and secure perimeter
fencing is anticipated to be complete in mid -January. This grant will assist with the
renovation of the recreation facilities including the walking and biking trails, and
playgrounds.

The acceptance of this grant as outlined aligns with Key Target No. 3. Improved Quality
of Life by investing in projects and services that positively impact health, access to
services, and improves the outdoor and built environment in the San Bernardino
community.

Conclusion

WHEREAS, the City of San Bernardino has been approved for grant funding by the San

clinic ($1,100,000), Patrol Vehicles ($120,000), and Seccombe Lake Park recreation
improvements;
WHEREAS, the City is investing in projects and services that positively impact health,
access to services, and improves the outdoor and built environment in the San Bernardino
community; and
WHEREAS, the Grant funding would support the City in their efforts.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2. The City Council hereby approves the acceptance of Grant funds from the
San Manuel Band of Mission Indians.
SECTION 3. The City Council hereby delegates the authority to the City Manager to
conduct all negotiations, sign and submit all documents, including, but not limited to applications,
agreements, amendments, and payment requests, which may be necessary for the completion of
the Grant scope and receiving the Grant award.

SECTION 4. The City Council hereby authorizes the Finance Director to amend the FY
2021/22 Capital Budget by $1,945,000 in both revenue and expenditures.
SECTION 5. The City Council hereby authorizes the Finance Director to amend the FY
2021/22 General Fund Operating Budget by $275,000 in both revenue and expenditures.
SECTION 6. The City Council finds this Resolution is not subject to the California
Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty, as in this case, that there is no possibility that
the activity in question may have a significant effect on the environment, the activity is not subject
to CEQA.
SECTION 7. Severability. If any provision of this Resolution or the application thereof
to any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 8. Effective Date. This Resolution shall become effective immediately.
