Community Development Block Grant (CDBG)
The goals of the program is the development of viable
communities which are achieved by assisting person of moderate
and low income attain:
•Decent Housing;
•A suitable living environment; and
•Expand economic opportunities.
CDBG PROGRAM GOALS
To achieve the goals of the program the regulations establish eligible
activities and national objectives that each activity must meet in order to be
funded. The City as a grantee is required to ensure that each activity meets
the national objective and is an eligible CDBG activity.
What is the Annual Action Plan?
•It is a planning document required of all jurisdictions that receive
federal grants from the Department of Housing and Urban
Development (HUD).
•It specifies how priority needs and goals will be met for each year of
the 5-year planning document known as the Consolidated Plan.
•It details the proposed uses for the federal grants received by the
City.
Federal Grants Received by the City
Community Development Block Grant (CDBG) funds must be used to
benefit low and moderate income persons.
HOME Investment Partnerships Program (HOME) funds for the provision
of affordable housing for low-income households.
Emergency Solutions Grant (ESG) funds for homeless prevention, emergency
shelter, and rapid re-housing of homeless persons.

•The services, which may be funded with proceeds of the special tax
include:
•All costs attributable to Maintenance of median landscaping and other public
improvements installed within the public rights-of-way
•Public lighting including street lights and traffic signals,
•Maintenance of streets, including pavement management, and street sweeping,
•Maintenance and operation of water quality improvements including storm drainage
and flood protection facilities
•In addition to the costs of the forgoing services, proceeds of the special tax may be
expended to pay administrative expenses and for the collection of reserve funds.
