Dear SB Public Comment, I am a cor mumiTy member -- emitting you to support our Street vendor and Day laborers community, by supporting the Emergency Ordinance that would stop citations until the City can produce sustainable solutions through the San Berardino Worker Center. It is slhamneful that despite the passing of state-wide legislation (SB 972) supporting the rights of street vendors, the city and police continue to mminahze small businesses who are residents of Sam Bernardino and contribute to the local economy. The case that found that the right of day laborers to solicit work was rooted in the First Amendment was Comitai de Jomaleros de Redondo Beach v. City of Redondo Beach, Day laborers established the right to seek work as day laborers, and yet, day laborers continue to be intimidated and cited by local code and law enforcement. We call on the San Bernardino Police and Code Enforcement to stop all enforcement operations immediately hmtil the city and community work collaboratively to provide viable solutions. Additionally, the City Conrail should amend its code and remove eufarcemeut power from the Police who have proven that Weir goal is to further criu finalize communities of enter. I am a Staff Attorney with the Non -Profit Sam Bernardino Community Service Center, an organization that provides free and low cost services in immigration law to the community of Sam Berardino and Riverside counties, the Inland Empire. We support the call to stop citations issued to Street Vendors and Day Laborers. State Legislation and Case Law enable this population to sell their food and Products. The existing San Bernardino policy criminalizes a population who only need to work. San Berardino must comply with existing state law and legal precedent and stop the eriminalizatan of innocent people who need to work. Sincerely, Mr. Russell Jauregui
