Highland Avenue Suite 1 San Bernardino, CA 92411 www.copesite.org February 14, 2023 To: City of San Bernardino, California (publiccomments@sbcity.org) From: Pastor Samuel J. Casey, Executive Director Congregations Organized for Prophetic Engagement San Bernardino, CA. Dear Mayor and City Council members, At Congregations Organized for Prophetic Engagement, (COPE), we believe that elections should be transparent, fair, and accessible for all eligible voters. We support Ranked Choice Voting which would replace lower turnout primary elections with higher turnout general elections. Primary elections are disproportionately represented by white, wealthy, homeowners. In places where it is currently implemented, Ranked Choice Voting is resulting in more diverse, equitable, & inclusive voter participation. Ranked Choice Voting would encourage consensus building and provide opportunities for excellent voter education, eventual cost savings and better time management. We ask that you vote today to put Ranked Choice Voting on the ballot in 2024. At minimum, please direct your staff to do further research and cost/benefit analysis and report back as soon as possible. “Voting is the most powerful non-violent tool we have.” - John Lewis We do not want to miss this moment to make sure elections are transparent, fair and accessible for all. Thank you, Pastor Samuel J. Casey 1
