My name is Samuel Armando Castro Marrón and I am a San Bernardino resident. I am
submitting public comments via e-mail regarding the consideration of policies to be adapted
into a City Wide Tenants Bill of Rights.
A Tenants Bill of Rights Policy is an important step for us to take moving forward to allow the
city to take on an active role in holding landlords accountable for operating ethically and justly
in accordance with laws from the state. Laws that are not commonly known and can only be
held accountable in court. As things currently stand the city plays a passive role that enables
landlords to employ predatory practices to take advantage of tenants.
A Tenants Bill of Rights stands to set adaptable standards for how landlords need to do
business in the city. This includes anything from Language accessibility in their
documentation, local rent control, standards on application fees, defining standard wear and
tear that does not cost a tenant their whole deposit. This can also include defining existing
organizations of interest to Residents such as: Tenant Unions and HomeOwners Associations,
which tenants are still expected to pay memberships through their rent. Most importantly this
type of policy can include an annual amendment process to allow for it to adapt and evolve to
keep up with the needs of our tenants and residents.
Let’s use this as an opportunity to lead our neighboring communities and the state in creating
clarity and structures of accountability that protect tenants from unethical, predatory, and
unlawful business practices from slumlords in San Bernardino.
