Dear City of San Bernardino, I write this comment on behalf of the Peoples Collective for Environmental Justice, a community based organization out of San Bernardino. We are concerned with the recommendation by staff for Agenda Item 2: Demolition of the Carousel Mall. We do not believe that this project should be CEQA Exempt. CEQA is a tool used to not only create transparency about the potential impacts that a development or in this case a demolition would cause, but it also requires the City and developer to state the mitigation measures they would take in order to reduce the impacts of the project. It is well documented by the City that there is potential toxic contaminants (water and soil) at the Carousel Mall site. Moving forward with a demolition project, without an environmental analysis would be harmful and irresponsible to the environment and to the people that live and work close by to this site. We believe that the City should not consider this project CEQA exempt and move forward with CEQA analysis is before making decisions on the future of the demolition. By including a CEQA analysis, the City can ensure that the most protective measures are taken during the demolition for both the workers and nearby residents. We would like to continue discussing this topic with the staff. Please keep us on any relevant correspondence/list sery about this topic. Thank you.
