FOR THE
ELECTORAL REDISTRICTING ADVISORY COMMITTEE
MONDAY, NOVEMBER 22, 2021
7:00 PM
The meeting of the Electoral Redistricting Advisory Committee was called to order at 7:15 PM
by Chairperson Junior Carrillo on Monday, November 22, 2021, at the New Hope Family Life
Center, 1505 W. Highland Ave., San Bernardino, CA.

DISCUSSION
1. APPROVAL OF DRAFT MINUTES
Recommendation: Approve the minutes of the Electoral Redistricting Advisory
Committee for September 30, 2021, October 19, 2021,
October 25, 2021 and November 8, 2021.

Vice Chairperson Albert made a motion to approve all of the previous Electoral
Redistricting Advisory Committee Minutes. The motion was seconded by Committee
Member Brinker.
RESULT: Approve the minutes of the Electoral Redistricting Advisory
Committee for September 30, 2021, October 19, 2021, October
25, 2021 and November 8, 2021 [PASSED UNANIMOUSLY]

2. DISCUSSION AND POSSIBLE ACTION ON DRAFT MAPS.
Recommendation: Discuss draft maps approved for circulation to the public
for public comment by Mayor and City Council on
November 17, 2021; provide direction to consultants and
staff on any changes to draft maps.
Chairperson Carrillo opened the meeting and advised the Committee that draft maps
no. 3 and 4 were the topic of discussion. These maps were based on feedback
received by the Mayor and City Council at the November 17, 2021 City Council
meeting, as well as comments and suggestions from public workshops within the city.
Vice Chairperson Albert suggested that the committee ask the demographer to make
additional changes to ward map No. 4, based on comments he has heard from the
public. There was discussion amongst committee members and some members of the
public in attendance regarding whether to make changes to the current maps the
Mayor and City Council proposed.
The committee also discussed the feedback they have received at community
workshops. Most committee members agreed that the only feedback they heard was
regarding not removing the Arrowview Community out of Ward 7. City Clerk Rocha
confirmed this observation. Draft map no. 4 accomplished this request.
Committee Member Johnson motioned to approve draft maps no. 3 and 4, with a
recommendation to the Mayor and City Council to adopt map no. 4.

RESULT: Motion to move forward with proposed draft maps number 3
and 4 for publishing online and presenting to the Mayor and
City Council on December 1, 2021 with a recommendation to
adopt draft map no. 4

3. DISCUSSION REGARDING 2031 CITY COUNCIL REDISTRICTING PROCESS
Chairperson Carrillo suggested that the committee recommend to Council to utilize an
independent redistricting advisory commission during the next redistricting process. There
was consensus amongst the committee members that an independent commission would
be beneficial to the city in regard to cost, trust from the public, and political issues.
Consultant Andrew Westall with Bear Demographics and Research gave the committee
information about how that change would have to be made, including adding an
amendment to the City Charter.
RESULT: Recommend an independent electoral redistricting advisory
committee for 2031 City Council Redistricting process

It was also discussed to begin the next redistricting process earlier in the year, to allow
more time for community workshops and for commissioners to learn about the process.
RESULT: Recommend that regardless of the type of committee, have
members seated on the committee prior to April 1, 2031,
dependent on the release of the 2030 census data.
