The meeting of the Electoral Redistricting Advisory Committee was called to order at 6:14 PM by Chairperson Junior Carrillo on Monday, November 8, 2021, at the Multi-Purpose room, 201 N. E St. San Bernardino, CA. ROLL CALL

DISCUSSION
1. Approval of Draft Minutes
Recommendation: Approve the minutes of the Electoral Redistricting Advisory Committee for September 30, 2021, October 19, 2021, and
October 25, 2021.
Committee Member Albert asked if this item could be continued to the next committee meeting, to allow members time to review the minutes.

2. Discussion And Possible Action On Draft Maps Recommendation: Discuss draft maps adopted by Mayor and City Council on
November 3, 2021; provide direction to consultants and staff
on changes to draft maps. Andrew Westall of Bear Demographics & Research, LLC opened the discussion and introduced a new visualization of the seven wards within the City. This map was based
on feedback received by the Mayor and City Council at the November 3, 2021, City
Council meeting. With this visualization, the new overall deviation would be about 6.75%. Mr. Westall presented the new visual with mapping software live on his computer. He
asked the committee to provide input on any changes they would like to make to the
map. He also reminded the Committee that the type of changes they can make are limited by factors such as census block geography and California Voting Rights Act requirements.
Committee Members discussed the new map visualization and suggested several
changes throughout the wards to create an additional map. Discussion was also made about which maps to present to Mayor and City Council at the November 17th Council Meeting. There was a consensus amongst the committee to recommend to the Mayor and City Council to remove the first two maps presented on November 3rd, and publish
the consultant’s visual as Draft Map No. 3, and the committee’s changes to that map as
Draft Map No. 4. The overall population deviation of both Draft Map Nos. 3 and 4 was approximately 3.39%.

Committee Member Brinker requested that Chairperson Carrillo speak during the public hearing at the November 17th, 2021, Mayor and City Council Meeting, and give the City Council a synopsis of the Committee’s discussions regarding the proposed ward maps.
A motion was made by Committee Member Brinker and Seconded by Committee
Member Hazlett to submit Draft Map Nos. 3 and 4 to the Mayor and City Council at the November 17, 2021, council meeting and to recommend that the City Council remove Map Nos. 1 and 2.
RESULT: Motion to remove maps 1 and 2 that were adopted on November 2, 2021; and approve the proposed draft maps number 3 and 4
for publishing online and presenting to Mayor and City Council on November 17, 2021 MOVER: Tobin Brinker, Committee Member, Ward 3 SECONDER: Peggi Hazlett, Committee Member, Ward 5 AYES: Hazlett, Brinker, Carrillo, Albert
NOES: None ABSENT: Johnson
Committee Member Albert suggested that an item be added to the agenda for the next
committee meeting for discussion of the redistricting process for the 2030 Census. Chairperson Carrillo asked staff to add the item. 3. Adjournment
The meeting adjourned at 8:13 p.m.
