1. Fiscal Year 2021/22 1ST Quarter Report (All Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, accept the Fiscal Year 2021/22 First Quarter Report and adopt
Resolution No. 2021-289, authorizing an amendment to the FY 2021/22 General
Fund Operating Budget in the amount of $414,500, and introduce, read by title only,
and waive further reading of Ordinance No. MC-1568, amending section 3.05 of the
Municipal Code pertaining to budget transfers.

PUBLIC HEARINGS
2. Public Hearing on Electoral Redistricting Draft Maps, Introduction and First
Reading of Ordinance No. MC-1547 Amending Chapter 1.16 of the Title 1 of
the City of San Bernardino Municipal Code Relating to the Boundaries of
Wards
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California take the following actions:
1. Receive the staff report and presentation;
2. Conduct a Public Hearing to obtain public input on the Draft Maps;
3. Select a Draft Map as the Final Map for City Council Ward Boundaries; and
4. Introduce, read by title only, and waive further reading of Ordinance No. MC -
1567 Amending Chapter 1.16 of the Title 1 of the City of San Bernardino
Municipal Code Relating to the Boundaries of Wards
CONSENT CALENDAR
3. Withdrawing a Qualified Initiative from the General Municipal Election on
November 8, 2022 (All Wards)
Recommendation
Adopt Resolution No. 2021-280 of the Mayor and City Council of the City of San
Bernardino, California, withdrawing a qualified initiative measure (Service and Use
Tax Rate Reduction) from the General Municipal Election to be held on November
8, 2022.
4. Subordination of a Deed of Trust in Connection with 766 N San Carlo Avenue,
San Bernardino, California (Ward 6)
Recommendation
Adopt Resolution No. 2021-281 of the Mayor and City Council of the City of San
Bernardino, California, acting as the Successor Housing Agency to the
Redevelopment Agency of the City of San Bernardino approving a Subordination of
a Deed of Trust in connection with a refinancing of the Senior Mortgage relating to
real property located at 766 N San Carlo Ave, San Bernardino, California.
5. Approval of Commercial and Payroll Disbursements (All Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, approve the commercial and payroll disbursements for November 2021.
6. Investment Portfolio Report for October 2021 (All Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, accept and file the Monthly Investment Portfolio Report for October 2021.

7. First Amendment to Library Internet Service Agreement - Califa Group, Inc.
(All Wards)
Recommendation
Adopt Resolution No. 2021-282 of the Mayor and City Council of the City of San
Bernardino, California, authorizing the Library Director to execute a first amendment
to the agreement with Califa Group, Inc. extending Library internet services through
December 31, 2023.
8. Accept the Fiscal Year 2020 Urban Area Security Initiative Grant Funds (All
Wards)
Recommendation
Adopt Resolution No. 2021-283 of the Mayor and City Council of the City of San
Bernardino, California, authorizing the City Manager to accept and sign the
agreement for the Fiscal Year 2020 Urban Areas Security Initiative (UASI) grant
funds and amend the Fiscal Year 2021/22 Adopted General Fund Operating
Budget, increasing revenue and expenditures by $425,000.
9. Accept the 2021 COPS Hiring Program Grant (All Wards)
Recommendation
Adopt Resolution No. 2021-284 of the Mayor and City Council of the City of San
Bernardino, California, authorizing the City Manager to Accept the 2021 Department
of Justice, Community Oriented Policing Services Grant, in the amount of
$3,312,953; authorizing the Director of Finance to amend the Fiscal Year 2021/22
budget, appropriating $1,020,740 in both revenue and expenditures; and
authorizing the police department to increase sworn staffing from 279 to 287 ,
effective October 1, 2021.
10. Adoption of Ordinance MC-1566 (All Wards)
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, adopt Ordinance MC-1566, amending Section 8.24.090 of Chapter 8.24
of Title 8 of the San Bernardino Municipal Code ("SBMC") pertaining to
requirements for the proper collection and storage of recyclable materials and
organic waste, and adding Section 8.24.095 to Chapter 8.24 of Title 8 of the SBMC
reflecting state requirements for commercial edible food generators and food
recovery organizations and services.
11. Edgerton Drive and Skylark Drive Fire Lane Access (Ward 4)
Recommendation
Adopt Resolution No. 2021-285 of the Mayor and City Council of the City of San
Bernardino, California, amending Resolution No. 3985 entitled, in Part, “A
Resolution… Prohibiting Parking Upon Certain Designated Streets, Al leys or Portion
Thereof…” and to establish a “No Parking Fire Lane Zone” signs as follows:
1. East side of Edgerton Drive between Pershing Avenue and the cul -de-sac
terminus northerly, applicable to the east side only.
2. West side of Edgerton Drive between Pershing Avenue and Skylark Drive,
applicable to the west side only.

3. North side of Skylark Drive between Edgerton Drive and the cul-de-sac terminus
westerly, except for the section between 407 feet to 457 feet west of Edgerton
Drive applicable to the south side within the cul-de-sac quadrant.
12. Issuance of a Purchase Order to Fairview Ford Sales (All Wards)
Recommendation
Adopt Resolution No. 2021-286 of the Mayor and City Council of the City of San
Bernardino, California, authorizing the Director of Finance to issue a purchase order
to Fairview Ford Sales in an amount not to exceed $120,000 to purchase one new
2021 Ford F-250 Utility Bed Truck and one new 2021 Ford F-550 Regular Cab
Flatbed Truck.
13. Construction Agreement Award for Roof Replacement at Paul Villasenor
Branch Library (Ward 1)
Recommendation
Adopt Resolution No. 2021-287 of the Mayor and City Council of the City of San
Bernardino, California:
1. Approving the award of a Construction Agreement with San Marino Roof
Company, Inc. in the amount of $69,424 for roof replacement at Paul Villaseñor
Branch Library ("Project"); and
2. Authorizing the project construction, construction contingencies, and engineering
and inspection costs in the total amount of $82,000 for construction of the
Project; and
3. Authorizing the City Manager or designee to expend the contingency fund, if
necessary, to complete the Project.
14. Award of a Construction Contract for Citywide Pavement Rehabilitation
(Wards 1,2,3,6,7)
Recommendation
Adopt Resolution No. 2021-288 of the Mayor and City Council of the City of San
Bernardino, California:
1. Authorizing the Director of Finance to amend the FY 2021/22 Capital
Improvement Plan to record a supplemental appropriation in the amount of
$1,456,600 from the SB1 Fund to the Community Development Block Grant
Fund for the Citywide Pavement Rehabilitation Project ("Project"); and
2. Approving the award of a Construction Agreement with Onyx Paving Company in
the amount of $2,627,000 to provide Citywide Pavement Rehabilitation;
3. Authorizing project construction, construction contingencies, and engineering and
inspections costs in the total amount of $2,990,000 for the project; and
4. Authorizing the City Manager or designee to expend the contingency fund, if
necessary, to complete the project.

The next joint regular meeting of the Mayor and City Council and the Mayor and City Council
Acting as the Successor Agency to the Redevelopment Agency will be held on Wednesday,
December 15, 2021 in the Council Chamber located at 555 West 6th Street, San Bernardino,
California 92401. Closed Session will begin at 5:30 p.m. and Open Session will begin at 7:00
p.m.

NOTICE: Any member of the public may address this meeting of the Mayor and City
Council and the Mayor and City Council Acting as the Successor Agency to the
Redevelopment Agency on any item appearing on the agenda by approaching the
microphone in the Council Chamber when the item about which the member desires to
speak is called and by asking to be recognized.
Any member of the public desiring to speak to the Mayor and City Council and the
Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency
concerning any matter not on the agenda but which is within the subject matter
jurisdiction of the Mayor and City Council and the Mayor and City Council Acting as the
Successor Agency to the Redevelopment Agency may address the body at the end of
the meeting, during the period reserved for public comments. Said total period for public
comments shall not exceed 60 minutes, unles s such time limit is extended by the Mayor
and City Council and the Mayor and City Council Acting as the Successor Agency to the
Redevelopment Agency. A three minute limitation shall apply to each member of the
public, unless such time limit is extended by the Mayor and City Council and the Mayor
and City Council Acting as the Successor Agency to the Redevelopment Agency. No
member of the public shall be permitted to “share” his/her three minutes with any other
member of the public.
Speakers who wish to present documents to the governing body may hand the
documents to the City Clerk at the time the request to speak is made.
The Mayor and City Council and the Mayor and City Council Acting as the Successor
Agency to the Redevelopment Agency may refer any item raised by the public to staff,
or to any commission, board, bureau, or committee for appropriate action or have the
item placed on the next agenda of the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelo pment Agency. However, no
other action shall be taken nor discussion held by the Mayor and City Council and the
Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency
on any item which does not appear on the agenda unless the act ion is otherwise
authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the
Government Code.
Public comments will not be received on any item on the agenda when a public hearing
has been conducted and closed.
