TUESDAY, OCTOBER 19, 2021

The meeting of the Electoral Redistricting Advisory Committee was called to order at 7:54 PM
by Chairperson Junior Carrillo on Tuesday, October 19, 2021, at the Garcia Center for the Arts,
536 W. 11th St., San Bernardino, CA.

There were no written public comments received, and no requests to speak.
DISCUSSION
1. Discuss potential options for new ward boundaries
Recommendation: Committee discussion of public comment and visualizations of
potential options for new ward boundaries, including possible
action on direction to staff on a draft map or maps.

Andrew Westall of Bear Demographics and Research, LLC presented the committee
with visualizations of each of the seven ward maps based on the city’s Neighborhood
Associations. The Committee discussed the visualizations in Ward 7, and suggested
school districts be taken into consideration. They also considered adjusting the eastern
boundary of the 5th Ward.
Committee Member Johnson asked Mr. Westall to provide the committee members
with population counts for each Neighborhood Association. Mr. Westall stated he would
provide them before the next committee meeting.
Committee Member Brinker suggested that the Wards within the City where there may
be growth in the coming years (4, 5, and 6) should have more negative deviations than
Wards 1, 2, and 3. He also asked Mr. Westall to provide the committee with school
district boundary maps.

2. Community outreach options
Recommendation: Committee discussion on outreach including possible action on
direction to staff.
Mr. Westall asked the committee for feedback regarding community outreach. He stated
that he believes the community workshops will have higher attendance once the first draft
maps are published. He also proposed a resident’s suggestion of attending and speaking
about redistricting at the Neighborhood Association Presidents’ meeting on November 6th.
Staff asked the Committee members their opinion regarding advertising in the local
newspaper. The Committee suggested to advertise in the weekly papers, rather than the
local daily newspaper. Committee Member Albert suggested advertising on local radio.
3. Meeting Schedule
Recommendation: Discuss future meeting schedule, including a meeting on October 25th
before the first drafting of ward maps.
There was a consensus among committee members to have the next committee meeting
on Monday, October 25th at 7:00 PM, following the community input workshop at Shandin
Hills Golf Club. City Clerk Rocha also confirmed that some upcoming workshops and
committee meetings will be able to be held virtually.
