PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA There were no written public comments received, and no requests to speak. DISCUSSION The committee agreed to take the agenda items out of order and hear the presentations before voting on a Chairperson and Vice Chairperson. Item Nos. 1 and 2 to be discussed after Item Nos. 3 through 6. 3. Presentation of the Electoral Redistricting Process Committee Members Tobin A. Brinker Gonzalo B. “Junior” Carrillo Rikke V. Albert Regular Meeting Agenda September 30, 2021 Electoral Redistricting Advisory Committee Page 2 Printed 10/5/2021 Recommendation: It is recommended that the members of the Electoral Redistricting Advisory Committee review and provide input on the redistricting process. Bear Demographics will offer a presentation of the redistricting process. Andrew Westall of Bear Demographics and Research, LLC gave a presentation about the redistricting process within the City of San Bernardino. 4. Presentation and Discussion of the 2020 Census Results Recommendation: It is recommended that the members of the Electoral Redistricting Advisory Committee review and provide input on the 2020 Census results. Andrew Westall provided data and gave a presentation about the results of the 2020 Census. Tizoc DeAztlan from DeAztlan Consulting discussed the outreach effort the city is conducting for redistricting. 5. Discussion of Committee Members’ involvement and participation in Community Redistricting Workshops Recommendation: It is recommended that the members of the Electoral Redistricting Advisory Committee provide input and direction regarding their participation in the upcoming Community Workshops. Members of the Committee discussed their involvement in the upcoming Community Input Workshops throughout the city. It was agreed that some committee meetings may be combined with community workshops. The Committee also agreed to change one of the Community Input Workshop dates due to a scheduling conflict with the San Bernardino County Redistricting process. The date would be determined after scheduling conflicts were resolved. 6. Meeting Schedule Recommendation: Discuss future meeting schedule. The Committee discussed meeting again in a few weeks once all committee members and consultants’ schedules have been coordinated. Future meetings will be scheduled as necessary. 1. Nominate and Elect the Electoral Redistricting Advisory Committee’s Chairperson Recommendation: Nominate and elect the Committee’s Chairperson in Regular Meeting Agenda September 30, 2021 Electoral Redistricting Advisory Committee Page 3 Printed 10/5/2021 accordance with Article I, Section 2 of the City of San Bernardino Board, Commission and Citizen Advisory Committee Bylaws (Resolution No. 2018- 275; adopted October 3, 2018). RESULT: Nominated Gonzalo B. “Junior” Carrillo to be the Committee’s Chairperson - PASSED UNANIMOUSLY MOVER: Tobin Brinker, Committee Member, Ward 3 SECONDER: James Albert, Committee Member, Ward 7 AYES: Brinker, Carrillo, Albert, Johnson NOES: None 2. Nominate and Elect the Electoral Redistricting Advisory Committee’s Vice Chairperson Recommendation: Nominate and elect the Committee’s Vice Chairperson for 2021 in accordance with Article I, Section 2 of the City of San Bernardino Board, Commission and Citizen Advisory Committee Bylaws (Resolution No. 2018- 275; adopted October 3, 2018). RESULT: Nominated James R. Albert to be the Committee’s Vice Chairperson - PASSED UNANIMOUSLY MOVER: Rikke Johnson, Committee Member, Ward 6 SECONDER: Tobin Brinker, Councilmember, Ward 3 AYES: Brinker, Carrillo, Albert, Johnson NOES: None 7.
