PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA There were no written public comments received, and no requests to speak. Committee Members Tobin A. Discuss potential options for new ward boundaries Recommendation: Committee discussion of public comment and visualizations of potential options for new ward boundaries, including possible action on direction to staff on a draft map or maps. Andrew Westall of Bear Demographics & Research, LLC opened the discussion and introduced a new set of visualizations of the seven ward maps within the City. With this visualization, the new overall deviation would be 8.3%. Per the committee’s direction at the October 19th meeting, Mr. Westall attempted to re-draw Wards 4, 5, and 6 with negative deviations to account for future growth in the City. The committee also discussed attempting to keep the boundaries each of the Neighborhood Associations within one ward. Committee Members discussed compactness and equal representation of demographics. Committee Member Johnson stated that the first draft map that the consultant presented on October 19th better represented the historic aspects and natural boundaries of the City, particularly in Wards 2, 4 and 6. Committee Members Hazlett, Albert, and Carrillo agreed. Mr. Westall advised that he could access the first visualization and his mapping software live on his computer. He presented the first map to the committee again and asked them to provide input on any changes they would like to see. There was discussion and input provided by the committee members to change boundaries to the draft map. Motion made by Committee Member Peggi Hazlett and Seconded by Committee Member Tobin Brinker to publish the draft map. In lieu of a vote, there was a consensus among the committee and there was no opposition. RESULT: Approved the proposed draft map for publishing online and presenting Mayor and City Council on November 3, 2021. Meeting Schedule Recommendation: Discuss future meeting schedule. Mr. Westall notified the committee that there had been a request to reschedule the November 11th Ward 5 community input workshop, due to the Veteran’s Day holiday. Mr. Westall suggested changing the date to November 14th, at 2:00 p.m., subject to the availability of the location. There was a consensus among the committee to conduct the workshop at that date and time. Committee Member Hazlett proposed to hold a committee meeting on November 22nd at 7:00 p.m., after the community workshop at the New Hope Family Life Center.
