Re: City of San Bernardino Design and Development Standards for Wireless
Facilities in Public Right -Of -Way Resolution 2021-151, Consent Calendar,
June 16,2021
Dear Mayor and City Council Members:
This firm represents New Cingular Wireless PCS, LLC ("AT&T") regarding the review of
the above Design Standards. Please accept this letter as comments and suggested amendments to
the above draft design standards and thank you for the opportunity to do so.
Pole Replacement -
(a) 35' Height Limit - Most frequent pole height is 29' 3"
Adding standard 4G Antenna/Radio Shroud (72" tall) to 29' 3" pole would only be
possible with an approved Waiver from PW Director
(b) Guidelines specifying "scale and materials" of replacement pole "shall" match
existing pole is problematic if City decides to evaluate pole -profile using these
criterial as the telcom-ready Ameron poles used by AT&T do not taper.
2. Micro Design. Issues -
(a) There are no Pole -Mount option for equipment
(b) Guidelines specify that ground -based cabinets "shall ... be sized only for the needed
equipment". If City applies same standard to Micro Enclosures AT&T will have
issues as the Micro Enclosures are 3-4 times larger than the radios and PSUs.
(c) Replacement Pole diameter Iimited to 18" which is specified to include "wireless
equipment and shroud" would result in any pole -mount option to be exempt from
the 18" diameter limitation

3. 5G Design Issues -
(a) There are no Pole -Mount option for antennas or radios.
(b) Combo 4G-5G Pole -Top Shroud exceeds Shroud height limit by 12"
(c) Use of film vs Shroud entails getting a Waiver approved thru PW Director
(d) Replacement Pole diameter limited to 18" which is specified to include "wireless
equipment and shroud". AT&T would require any pole -mount option be exempt
from the 18" diameter limitation
