Dear City Clerk Genoveva Rocha,
I am writing to ask you to commit to identifying at least three changes to ensure we no longer criminalize street
vendors in our city. Our community has come to you before regarding our love and support for vendors. I am
disappointed you have chosen to further penalize vendors over finding solutions that will actually benefit our
community. I offer you the following solutions to take the first steps to stop criminalizing vendors:
* San Bernardino Police should not be enforcing the Health code and issuing misdemeanors to street vendors,
issuing misdemeanors will have legal and immigration consequences for vendors
* Offer an “ability to pay option” when for administrative fees
* Work with vendors and advocates to identify 5 locations where street vendors can set up as a Temporary Food
Facility
* Work with vendors and advocates to design a pilot program where vendors can congregate as a Special Sidewalk
Vending District
* Work with IC4IJ to find funding resources for technical assistance and education on compliance. Fresno and Los
Angeles have funded million-dollar programs and technical assistance for thousands of street vendors
Policing and criminalizing the livelihoods of people is so dehumanizing. Providing an accessible and feasible path
toward legality for the work of all vendors would be beneficial to communities and the financial well-being of
vendors and their families.
Thank you for your consideration.
Sincerely,
Carla Balvaneda
