Hello Mayor, Mayor Pro Tem and San Bernardino City Council: This is Maribel Nunez from Inland Equity Partnership and have chapter members in San Bernardino. I am emailing you related to todays San Bernardino City Council meeting related to a few important agenda item: Agenda Item #11 Accessory Dwelling Unit Ordinance; Agenda Item #18 PlaceWorks agreement related to the general plan; Agenda #20 San Bernardino Emergency Rental Assistance Program Here are my recommendations and suggestions: PUBLIC HEARING #11. Accessory Dwelling Unit Ordinance (All Wards) I want to the the staff and city council for abiding within state law, not making placing Accessory Dwelling Units complicated and posing barriers. In the city of San Bernardino, there are plenty of homes with spaces to place ADUs. Thank you for the city of San Bernardino for adding the minimum size of an ADU to be 800 square feet Consent Calendar Agenda Item #18 Professional Services Agreement with PlaceWorks to prepare the Local Hazard Mitigation Plan and Emergency Operations Plan as part of the comprehensive update to the City’s General Plan In looking at futuresb2050.com website “calendar event”, it doesn’t indicate when the 6th cycle housing element workshops (every 8 years) will start. In Riverside, they started their housing element in January and now they are working on the Environmental Justice, which is a new added requirement that has to go into the housing element plan due October. In your Future SB 2050 “Project Overview” which has Spring 2021 you will be doing the housing element. There haven't been any housing element workshops, stakeholders meetings, where we can share our ideas of opportunity sites where you should allocate your Regional Housing Need Allocation (RHNA) numbers which you need to zone for a total of 8,104 housing units. According to the Housing Element law, the community needs to provide community input. If San Bernardino doesn’t comply, the city won’t receive California Department of Housing and Community Development (HCD) certification so that mean you will not get the following benefits:1) Protection from Attorney General litigation 2)Discretionary review over affordable housing projects 3)Eligibility for State housing funds 3)No RHNA carry-over Agenda #20 San Bernardino Emergency Rental Assistance Program *added items highlighted in yellow United Way Inland So Cal should: Work closely with local non-profits and community stakeholders to ensure that all in need are reached (if the city and United Way add the names of the non profits they will work with be listed as well); Not just Consider but actually prioritizing the City of San Bernardino residents. This is the community members whose program is intended to help; Respond within 24 hours to the submittal of applications; Consider a separate Call Center number for the City since the existing 211 line is already overburdened; and Provide ways to reach senior citizens who do not have the ability to access the application on-line. Add canvass outreach activities and have spanish translation of materials when doing outreach if there are low application submissions
