I am writing to express our opposition to Item 914 on this evening's agenda. As pointed out several times prior in letters we submitted on October 6, 2020 and January 6, 2021 to respond to the Notice of (Reparation and Draft Environmental Impact Report, The Lauding is in violation of a number of the City's policies and the General Plan because it will permanently cut off the ability for the planned City Creek Trail to be completed. That trail, which would connect to a broader network of trails in Highland and Redlands and open up travel opportunity for San Bernardino residents, has been included in numerous plans from the City of San Bernardino, the City of Highland, and the San Bernardino County Transportation Authority for more than a decade. Additionally, various policies from these same agencies detail that development projects adjacent to planned trails to at a minimum, preserve the space for their eventual construction even if they do not construct the trail itself at the time of construction. However, that has not been done in this instance, putting the Project out of compliance with the policies of the General Plan and other. We are extremely concerned Drat the City refuses to abide by its own plans and policies, particularly given the fact that the Project has other unmitigated significant impacts which the provision of the trail would be vital to helping to address. We would ask that you refrain from moving forward with this Project until the issues are addressed and the hail is properly provided for. If there are any further questions or comments, please do not hesitate to reach out for clarification. Sincerely, Marven E. Norman, Executive Director P.O.
