Operational Emissions Mitigation
o Include contractual language in tenant lease agreements that requires tenants to use
the cleanest technologies available, and to provide the necessary infrastructure to
support zero-emission vehicles and equipment that will be operating on site
o Include contractual language in tenant lease agreements that requires all
loading/unloading docks and trailer spaces be equipped with electrical hookups for
trucks with transport refrigeration units (TRU) or auxiliary power units. This
requirement will substantially decrease the amount of time that a TRU powered by
a fossil-fueled internal combustion engine can operate at the project site.
o Include contractual language in tenant lease agreements that requires all TRUs
entering the project site be plug-in capable
o Include contractual language in tenant lease agreements requiring all TRUs, trucks,
and cars entering the project site be zero-emission
o Include contractual language in tenant lease agreements that requires all service
equipment (e.g., yard hostlers, yard equipment, forklifts, and pallet jacks) used
within the project site to be zero-emission
Emission Reduction and Zero-emissions Technology Requirements
o Eliminate the idling of diesel-powered trucks and equipment
o Provide the necessary infrastructure (e.g., electrical hookups) to support zero
emission equipment and tools.
o Install permanent signs in English and Spanish to inform truck drivers of the on-
site amenities e.g. electrical hookups
o Implement, and plan accordingly for, the necessary infrastructure to support the
zero emission technology vehicles and equipment that will be operating on site.
o In construction contracts, include language that requires all off-road diesel-powered
equipment used during construction to be equipped with Tier 4 or cleaner engines,
except for specialized construction equipment in which Tier 4 engines are not
available
o In construction contracts, include language that requires all heavy-duty trucks
entering the construction site, during the grading and building construction phases
be model year 2014 or later
Noise Abatement
o Prohibit outdoor loading activities within 1,000 feet of any existing home between
9:00 p.m. to 6:00 a.m.
o No outdoor speakers that exceed 45 dBA measured at the property line of any
existing home between 7:00 p.m. and 7:00 a.m. within 1,500 feet of any residential
property
o No nighttime grading or construction between the hours of 6:00 PM and 7:00 AM
within 1,500 feet of any existing homes
We are also concerned about the project’s disruption of the City Creek Trail, which is identified
in the City of San Bernardino’s General Plan, in Highland’s Trails Plan, in Highland’s Active
Transportation Plan, and in SBCTA’s Active Transportation Plan. We ask that a trail be
constructed on the north side of the project property as detailed on the various agency plans, and
that the trail meet the following standards:
