I would like to provide the following comment for the study session.
I appreciate the effort from both proposals that have been developed for the Carousel Mall site
as well as the time that has been dedicated to presenting them tonight. While both proposals
would be an improvement over what is there now, it seems that one is a bit better than the
other and provide a much better opportunity and experience to San Bernardino. Looking at the
designs, the smaller blocks of the ICO proposal are better suited to San Bernardino and
creating a resilient downtown area because they are better suited to further development as
compared to the larger structures of the SCG proposal. They also look like they would provide
a wider variety of housing types, in addition to just more housing units period, units which are
vital to both keeping housing prices affordable as well as bolstering the vitality of downtown
with more people in the area. And as someone well-versed with bicycling design, I am miffed
by the excessively narrow bike facilities which SCG has proposed in their Section B and
Section C, even as they have oversized travel lanes for what is necessary and safe in an urban
environment. However, I do like the "Galand Green" and a mixture of it and the
Paseo/riverwalk would be a great asset to San Bernardino.
Cheers,
Marven E. Norman
